STAFF REPORT <br />DATE:September 2, 2025 <br />REGULAR AGENDA <br />TO: Mayor and Councilmembers <br />FROM: Nicole Miller, City Administrator <br />Marty Powers, Public Works Director <br />AGENDA ITEM: Acceptance of Public Works Operational Assessment Report <br />CORE STRATEGIES: <br />☐ Vibrant, inclusive, connected community ☐ Efficient, reliable, innovative services <br />☒ Responsive, transparent, adaptive governance ☐ Balanced Finances now and future <br />☐ Managed Growth ☐ Resilient Infrastructure <br />BACKGROUND: <br />January 2025 the City Council authorized a contract with Raftelis to conduct an independent <br />operational assessment for our Public Works Department. The purpose of this assessment was to <br />work in partnership with the department to align with best practices, efficient operations, use of <br />technology, and to match the department size with our growing community and service level <br />expectations. In May 2025, Raftelis presented the draft report to City Council during a <br />workshop. The City Council directed Raftelis to include benchmarking data in their final report. <br />Raftelis and City Staff have been working together over the last seven months to exchange <br />information, discuss current operations, future department goals and agree on recommendations <br />that would be support the City’s goals. <br />ISSUE BEFORE COUNCIL: <br />Should the City Council accept Public Works Operational Assessment? <br />PROPOSAL DETAILS/ANALYSIS: <br />Raftelis was retained to perform an operational assessment of our Public Works Department. The <br />assessment’s scope and outcomes included: <br />Organizational analysis <br />Workload and staffing <br />Best practices, efficient operations <br />Strategic alignment opportunities <br />Management practices and business processes <br />Gap analysis
