City Council Meeting <br />March 21, 2023 Page 7 <br /> <br /> <br /> <br />Further, 105.12.950 Commercial Districts has specific regulations for automobile maintenance <br />service and automobile parts/supply and requires that all repairs are conducted within an <br />enclosed building and that the storage or display of inoperable or unlicensed vehicles or other <br />equipment shall meet all setback requirements of a primary structure and shall be totally <br />screened from view from adjacent public streets and adjacent residential properties. A condition <br />has been added. <br /> <br />Architecture: There are two buildings proposed at this time within the PUD. An automobile <br />dealership with sale, service, retail, and car wash are proposed on Lot 1, Block 2, and a fast-food <br />restaurant (Dairy Queen) is proposed on Lot 1 Block 1. <br /> <br />The automobile dealership proposed materials are: <br />• Painted tip-up concrete panels in dark gray <br />• Stucco accent panels in light gray <br />• Metal wall panels (front) light gray <br />• Glass on front façade <br />• 2 overhead doors on front and one on each side, none on the rear <br /> <br />A trash enclosure is proposed with painted CMU blocks and steel gates. Section 105.12.940 <br />requires exterior storage to be screened from streets and residential properties. Screen walls are <br />to be of the same materials as the principal building. A deviation to allow compatible, but not <br />the same materials is being requested. The trash enclosure is located 35 feet from the side lot <br />line abutting residential and 30 feet from the rear lot line. This meets required zoning setbacks <br />(but not the design guidelines, discussed further in this report). The enclosure is in the northwest <br />corner of the site adjacent to the residential property to the west. Given the large retaining wall <br />on the residential property to the west, it will be less visible if placed closer to the wall. <br /> <br />The fast food restaurant materials are: <br />• EFIS- dark panels on the entry façades, light panels on the side and rear, red accent <br />panels on long sides of building, and blue accent for “Blizzard” wall sign. <br />• Glass throughout (except back façade) <br />• Metal panel (red around entry); metal coping; drive-up window <br />• Corrugated metal accent on top front and side facades <br />• Outdoor seating area is enclosed with decorative fence and stone accents <br /> <br />A trash enclosure is proposed to be located behind the building and is setback the required 10 <br />feet from the side and rear property lines. It is proposed to be constructed of split face block <br />painted with color to match the dark EFIS of the restaurant. Screen walls are to be of the same <br />materials as the principal building. A deviation to allow compatible, but not the same materials <br />is being requested. The gates are constructed of solid composite board materials. <br /> <br />Mechanical Equipment 105.04.040: Requires all mechanical equipment to be screened. The <br />automobile building proposes four mechanical units and a roof-top exhaust. They are completely <br />behind the parapet as viewed from the south (front).
