The Site plans must also be revised as needed to preserve all easements along the public <br />right‐of‐way for use by small/dry utilities, free from encroachments and at grades that do not exceed 4:1. <br /> A 10‐ft drainage and utility easement abutting the full length of the Hudson Boulevard right‐of‐way <br />must be provided as part of the Final Plat on both the north and south sides of the roadway. <br /> All easements must be shown on the site plans for the Dairy Queen Store. The Site plans must be <br />revised to remove all easement encroachments. <br />4. The drainage and utility easement along the south property line of Lot 3, Block 2 must be increased to 40‐ <br />feet to fully incorporate and protect the proposed drainage swale. <br />5. The drainage and utility easement over the East Infiltration basin (Lots 2 and 3, Block 2) must be revised <br />to incorporate the 100‐year HWL elevation/contour, and to incorporate the BMP maintenance access <br />road needed to access both the storm sewer inlet and outfall structures. The BMP access road must be <br />provided in accordance with the city engineering design standards. <br />6. The drainage and utility easement at the northeast corner of Lot 2, Block must be revised to maintain a <br />minimum distance of 15‐feet from the storm sewer run from STMH 710 to FES 700. <br />7. The drainage and utility easements over Lot 1, Block 2 must be revised to fully incorporate the 100‐year <br />HWL elevation/contour for the SE Pond, including the BMP maintenance access road to the pond <br />maintenance bench. The BMP access road must be provided in accordance with the city engineering <br />design standards. <br />8. Drainage and utility easements over Lot 1, Block 2 must be provided to fully incorporate the drainage <br />pathways and 100‐year HWL elevations/contours for the localized low areas from FES 300 to FES 210. The <br />100‐year HWL elevation and contour for each localized low area must be shown on the grading plans. <br />9. A dedicated drainage and utility easements must be provided over the existing wetland, including the <br />100‐year HWL and wetland buffer. The post development 100‐year HWL elevation and contour for the <br />wetland must be shown on the grading plans. <br />10. Public watermain and sanitary sewer easements must be provided to maintain a minimum 15‐ft from <br />centerline of pipe/hydrant or pipe/structure in all directions. Utility easements must be free from all <br />encroachments, including retaining walls, trees, other small/dry utilities, or storm water management <br />BMPs. Easements must be dedicated to the city as part of the plat. Dedicated watermain and sanitary <br />sewer easements must be shown on all site, grading, utility, and landscape plans when submitting a <br />Preliminary and Final Plat application. <br /> Private utilities internal to the site (gas/electric/telecom) must be relocated outside of the dedicated <br />water/sewer easements. <br /> Watermain and sanitary sewer easement revisions are necessary to cover all proposed hydrants and <br />the water/sewer service stubs to Lot 3, Block 2. <br /> Easement revisions may be necessary to reflect any changes to the utility layout and alignments, <br />including Lot 1, Block 1 on the south side of Hudson Boulevard. <br />11. The storm water pond, infiltration basin and underground storm water BMP will remain privately owned <br />and maintained. As part of the development approvals, the applicant(s) will be required to sign a Storm <br />Water Maintenance and Easement Agreement in the city’s standard form of agreement. The storm water <br />BMPs must be shown on the Preliminary Plat, site plans, utility plans and grading plans, including the 100‐ <br />year high water level areas, maintenance access roadways and maintenance benches. <br /> The Preliminary Plat, and site plans must be revised to include the underground storm water BMP for <br />Lot 1, Block 1. <br />12. All off‐site permanent and temporary easements necessary to construct the proposed subdivision <br />improvements must be acquired and provided to the city prior to the approval of the construction plans. <br />Each easement must be provided in the city standard form of easement agreement. <br /> A permanent off‐site drainage and utility easement is required for the proposed storm sewer run <br />from STMH 501 to FES 500 and to incorporate the 100‐year HWL elevation. <br /> A temporary construction easement is needed to facilitate the construction and grading for FES 700. <br />13. No Outlots are proposed as part of the Preliminary and Final Plat. <br /> <br />
