STAFF REPORT <br />DATE: January 6, 2026 <br />CONSENT <br /> <br />TO: City Council <br />FROM: Dustin Kalis, Fire Chief <br />AGENDA ITEM: Purchase CIP Project F-011 – Utility Terrain Vehicle 1 Replacement <br /> REVIEWED BY: Nicole Miller, City Administrator <br /> Clarissa Hadler, Finance Director <br />CORE STRATEGIES: <br />☐ Vibrant, inclusive, connected community ☒ Efficient, reliable, innovative services <br />☒ Responsive, transparent, adaptive governance ☒ Balanced Finances now and future <br />☐ Managed Growth ☒ Resilient Infrastructure <br />BACKGROUND: <br />The Fire Department is requesting to purchase one new replacement utility terrain vehicle <br />(UTV), trailer and equipment as part of the department’s vehicle replacement program. The 2026 <br />– 2035 Capital Improvement Plan included the replacement of UTV 1 in 2026. This purchase <br />will replace our current UTV 1, which was acquired in 2008. This project was initially presented <br />to council during the budget workshop on July 8, 2025. <br />The Fire Department is also seeking approval to utilize the Sourcewell Cooperative Purchasing <br />Program for this purchase. This cooperative purchasing program allows the City of Lake Elmo <br />purchasing opportunities at a reduced cost avoiding the formal bidding process. This allows the <br />fire department to work directly with a specific manufacturer to ensure we are purchasing the <br />best apparatus that will meet the needs and demands of the fire department while assuring <br />financial value. This process is compliant with Minnesota State Statutes and the City of Lake <br />Elmo Purchasing Policy. Cooperative purchasing programs have been used for the previous <br />purchases of Ladder 1, Rescue 1, Tender 1, Engine 1 and Tender 2. <br />The department will purchase this UTV from Polaris, Inc of Minnesota. By choosing Polaris, we <br />are able to directly work with the manufacturer to ensure the building of this utility vehicle meets <br />the needs and demands of the department through a designed specification that properly accounts <br />for crew, skid unit and rescue payloads while maintaining a fully capable and operable vehicle. <br />This vehicle will include an installed QTAC Fire and Rescue Skid, providing both fire <br />suppression and patient transport capabilities in a single unit. <br />ISSUE BEFORE COUNCIL: <br />Whether or not to authorize the City Administrator to enter a contract for replacement of UTV 1 <br />as structured with Polaris, Inc, utilizing Sourcewell cooperative purchasing program as well as <br />the associated equipment and equipment mounting costs not to exceed $75,000.
