Washington County Public Works has reviewed the proposal <br />and offers the following comments. <br /> <br />The current concept reflects a revised layout proposing 18 residential lots, which represents a change from <br />previously reviewed concepts. As such, these comments supersede prior County comments and clarify the <br />County’s current access expectations. <br /> <br />If direct access to CSAH 13 is proposed as part of this development, the County would require the construction <br />of appropriate turn lanes consistent with County access management and safety standards. Turn lane <br />requirements would be determined based on projected traffic volumes and County design criteria and would be <br />required as a condition of any County access permit. <br /> <br />That said, the County’s preferred access strategy for this development is for vehicular access to be taken from <br />the existing City street network, specifically 26th Street, rather than creating a new access point onto CSAH 13. <br />Utilizing 26th Street would allow the development to take advantage of the recently constructed turn lanes on <br />CSAH 13, reducing the need for additional access points and improving overall corridor safety and operations. <br />From a County perspective, connecting to the existing City street system is more consistent with long-term <br />access management goals and would minimize additional conflicts along CSAH 13. <br /> <br />The County realizes that the existing driveway to the home is proposed to stay and while the County would <br />prefer for the removal of the access we understand the limitations and complications the developer faces with <br />removing the access. <br /> <br />CSAH 13 in this location is classified as an A-Minor Expander roadway. The Washington County Comprehensive <br />Plan identifies a 150-foot right-of-way for this segment of CSAH 13. Any development along the corridor will be <br />expected to dedicate 75 feet of right-of-way from the centerline, unencumbered by private improvements, to <br />preserve future transportation needs. <br /> <br />PUBLIC WORKS <br />Wayne Sandberg, P.E., Director, County Engineer <br />Frank D.
