STAFF REPORT <br />DATE:March 10, 2026 <br />WORKSHOP DISCUSSION <br />TO: Mayor and Councilmembers <br />FROM: Nicole Miller, City Administrator <br />AGENDA ITEM: 250th Anniversary of the USA Celebration discussion <br />CORE STRATEGIES: <br />☒ Vibrant, inclusive, connected community ☐ Efficient, reliable, innovative services <br />☐ Responsive, transparent, adaptive governance ☐ Balanced Finances now and future <br />☐ Managed Growth ☐ Resilient Infrastructure <br />BACKGROUND: At the February 4, 2026 City Council meeting, Councilmember Dragisich requested a <br />discussion of adding a celebration to recognize the 250th anniversary of the USA, be added to the next <br />workshop. The City Council expressed unanimous support for adding this item. <br />ISSUE BEFORE COUNCIL: Does the City Council wish to direct staff to plan a celebration in <br />recognition of the 250th anniversary of the USA? <br />PROPOSAL DETAILS/ANALYSIS: <br />Outlined in this memo is a framework to help guide the council discussion. <br />One of the councils priorities is building a vibrant, inclusive, and connected community through celebration, <br />engagement, and shared spaces. Community events can support this goal, however successful events require <br />planning with clear objectives, defined scope, staff capacity, and a budget. <br />Currently the city provides planning and participation support for three events hosted by community <br />organizations. Those events are: Lake Elmo Night Out, Light up Lake Elmo and the 4th of July kiddie <br />parade. <br />Does the council intend to add an annual event that is hosted and planned by the city? <br />What is the scope and scale of the event? <br />Please provide clear detail on what event will include so staff can organize resources. Food, beverages, <br />entertainment, fireworks, etc. <br />What is the budget for this event? <br />Where? When? <br />Date, time, location. Lion’s Park is currently booked all day for baseball on July 4th. <br />Who?
