Pursuant to Minnesota Statutes Section 13.591, <br />subdivision 3 (b), data submitted in response to a request for proposals by a <br />government entity are private or nonpublic until the time and date specified in the <br />solicitation that proposals are due, at which time the name of the responder becomes <br />public. <br />A. Tentative Schedule <br />Request for Proposal Released: May 2026 <br />Deadline to submit written questions: May – 2 weeks after release date <br />Addendum Issue Date: 2 weeks after questions due date <br />Proposals due: 1 month after release date <br />Evaluation of Proposals: 10 days after <br />City Council Contract Approval: ~3 weeks after due date <br />Project duration: Maximum 4 months from contract <br />Anticipated park construction: 2029-2031 <br />B. Documents Accompanying the Proposal <br />All proposals must address all items listed in the Scope of Work and Project <br />Goals listed in Section I (a) above. <br />1. Cover Letter <br />The cover letter must confirm that the proposer is willing and able to commit all <br />necessary resources and staff as proposed. The cover letter must state that the <br />proposer will agree to the terms and conditions listed in Section 5 of this Request for <br />Proposals. The cover letter must be signed by a person authorized to sign contracts on <br />behalf of the proposer. <br />2. Experience & Qualifications <br />A. Project Team - To be considered a qualified consultant, the proposer must <br />demonstrate that their organization has the necessary experience, skill, and financial <br />resources to undertake and successfully complete the services and work required. The <br />following specific information is required of each respondent in the qualification <br />statement: <br />i. Name, address, and telephone number of the proposer. <br />ii. The name and contact information of the principal contact person for the <br />proposer. <br />iii. The proposer’s type of organization (corporation, limited liability company,
