concept plan, but the construction of this is not currently included in the concept. This is due to necessary <br />coordination with property owners where the 5th St N connection is shown – the Applicant does not have <br />control over those properties but is proposing to pay up front for the portion(s) of 5th St N serving their project. <br />ISSUE BEFORE COUNCIL: <br />The City Council should provide feedback regarding the concept plan and advise Summergate Development on <br />City preferences. The following discussion is suggested by staff: <br />Should the City allow for development in this growth area ahead of the Comprehensive Plan’s required post <br />2030 phasing? <br />Key considerations, if yes: <br />• The City will have to determine roadway construction timeline for 5th St. N. and responsibility. <br />• The City will have to move a land use and roadway feasibility study forward, at the Developer’s expense, <br />to identify roadway alignments and future land uses in this growth area. <br />• The Developer will be required to submit plans consistent with the City’s zoning and future land use <br />guidance. <br />PROPOSAL DETAILS/ANALYSIS: <br />A high-level review of the proposal is found in this report. The above considerations are informed by staff’s <br />analysis of the proposal. <br />Premature Subdivisions: <br />This proposed development is noncontiguous with existing urban developments served by public utilizes and is <br />also located in the City’s post 2030 phase for MUSA (sewered) development. The City’s subdivision ordinance <br />provides criteria which can be used to deny developments that are deemed to be premature. In this case, staff <br />recommend that the City require plans which provide for a minimum of supporting public infrastructure. The <br />City Engineering memo dated May 15, 2026 describes the requirements for public infrastructure planning. <br />Environmental Review: <br />Due to the proposed number of residential units (unattached and attached), the City will be required to <br />complete a mandatory Environmental Assessment Worksheet (EAW). This must take place prior to any <br />development approvals. Alternatively, the City could elect to complete or require an Alternative Urban Areawide <br />Review (AUAR) to perform an environmental review for the wider area, this would remove the need for future <br />environmental reviews for projects within the south planning area. While AUAR’s are more costly and take <br />longer to complete, the costs can be borne by all future developments within the AUAR area. <br />Gun Club Proximity: <br />The development will need to also be designed in such a way that it does not cause the Oakdale Gun Club, north <br />of the site, to become nonconforming.
