Introduction <br />The City of Lake Elmo is seeking professional services to prepare a long-range plan for <br />developing Lions Park as Lake Elmo's destination community park. The plan's goal <br />should be to maximize the park's functionality as a community gathering place for larger <br />events and strengthen its connection to downtown. The Plan will help guide staff, <br />appointed and elected officials in future improvements for the park. The consultant will <br />work closely with City Staff, and stakeholders in preparing a plan that consists of two <br />separate concepts that would be shared and presented to the community. <br />II. Project Background <br />The park was last reconstructed in 2016 and included improvements such as an <br />upgraded ballfield, conversion of former tennis courts into a dual-purpose ice rink for <br />winter use and pickleball courts for summer use, installation of two sand volleyball <br />courts, and the addition of a concrete border surrounding the playground <br />area. In addition, a gravel parking lot was constructed to add additional parking <br />spaces and city water and sewer were connected. In the spring of 2026, the playground <br />was updated with more modern playset for park users. <br />III. Scope of Work <br />The following is a list of anticipated deliverables that should be used as a guide in <br />responding to this RFQ but is not intended to be all-inclusive. Respondents should use <br />their own professional judgment in preparing a work plan outline, and the City remains <br />open to recommended elements not identified here. <br />- Park plan must include <br />-Goals, objectives, clear vision and direction for the City of Lake Elmo <br />- Evaluation of existing park use layout and its facilities and a summary of existing <br />conditions <br />- Proposed trail connection within the park to incorporate access to all amenities <br />- Proposed repair/replacement schedule, considering potential changes in the existing <br />infrastructure and cost analysis of any proposed changes. <br />- Proposed shade structure and location
