Once the landscape plan is revised based on tree replacement and other landscape requirements, <br />minimum tree composition requirements must also be met. <br />8. If clearing and grubbing of existing trees, underbrush, and stumps is proposed along the northern <br />property line as shown on sheet C100, there will be significant impacts to the character of existing <br />homes. Provide a plan diagram showing proposed trees and existing buffer trees to remain, and a <br />section cut from the existing properties north of the development down to the toe of the proposed <br />slope showing that proposed landscaping will provide adequate visual mitigation where existing <br />vegetation is proposed to be removed. <br />9. Notes on sheet L1.1 and L1.2 indicate that trees “shall not be not less than 1.5 inches in caliper <br />measured at 54 inches above grade level.” Refer to table 6-1 in the code for minimum size <br />requirements at planting and revise this note to match. Deciduous trees must be at least 2.5” <br />caliper and ornamental trees must be at least 2”. <br />10. Replace the tree planting details on sheet L1.1 with the city standard tree planting details. <br />GENERAL NOTES: <br />• I have concerns about the intense grading along the northern border of the development, given its <br />proximity to existing backyards of single family homes and the removal of valuable screening that <br />existing trees provide. Our code says, “All applicants are encouraged to preserve all healthy trees of <br />significant value even if the trees do not meet the size requirements to be considered significant <br />trees.” Unnecessary removal of screening buffers has caused significant issues in past projects and we <br />would like to avoid this moving forward. <br />• If the number of actual required mitigation trees is anywhere near the quantity (1,370) shown on the <br />current plans, this may be an indication that the applicant’s site layout disturbs too much high value <br />woodland and is removing more significant trees that they can feasibly replace. If, after properly <br />calculating required replacement trees, the applicant finds this is the case, they should revise the <br />scope of their proposed development to reduce impacts, specifically in the hardwood forest on the <br />north side of the central wetland complex.
