This corridor is currently classified as a “Minor Reliever and <br />Minor Expander,” and this classification was based on the comprehensive plan process. Development <br />along these corridors must meet County access spacing and intersection control guidelines to preserve <br />safety and mobility for the traveling public. <br />The only access that meets County spacing guidelines is the proposed access at 5th Street. The remaining <br />access points do not meet spacing requirements and are candidates for future closure or consolidation. <br />The County recommends that the developer and City evaluate the elimination of at least one of the <br />proposed access points to ensure consistency with County standards. Access permits will be needed for <br />the construction of new street connections within the county right -of-way. <br />The County supports the addition of a trail along both C SAH 13 and CSAH 10 to provide safe multimodal <br />connections consistent with County and regional trail plans. <br />The comprehensive plan for this area indicates a need for 180 feet of right-of-way which would be 90 feet <br />along the property from the centerline. Please document that the right-of-way dedicated is found on the <br />site plan applications and is sufficient. <br />Washington County's policy is to assist local governments in promoting compatibility between land use <br />and highways. Traffic noise from this highway could exceed noise standards established by the Minnesota <br />Pollution Control Agency (MPCA), the U.S. Department of Housing and Urban Development, and the U.S. <br />Department of Transportation. Minnesota Rule 7030.0030 states that municipalities are responsible for <br />taking all reasonable measures to prevent land use activities listed in the MPCA's Noise Area Classification <br />(NAC), where the establishment of the land use would result in violations of established noise standards. <br />Minnesota Statute 116.07, Subpart 2a exempts County Roads and County State Aid Highways from noise <br />PUBLIC WORKS <br />Wayne Sandberg, P.E., Director, County Engineer <br />Frank D.
