3 <br /> <br />units in 4- or 6-unit string buildings. Our proposed product is rear-loaded, with the fronts of the homes <br />facing public streets where possible and the garages at the back. We will discuss our product in more <br />detail below; however, we believe attached townhomes are a suitable fit for this area given the parcel’s <br />limited size, proximity to major roadways, and adjacent commercial parcels. Below is a breakdown of the <br />outlots and intended uses. <br /> Outlot A – Existing Landscaping <br /> Outlot B – Existing Stormwater Pond <br /> Outlot C – Existing Stormwater Pond <br /> Outlot D – Proposed Townhomes <br /> Outlot E – Proposed Townhomes <br /> <br />Access and Internal Private Alleys <br />The outlots we propose for townhomes are part of the larger Bridgewater Village development, which has <br />already been built. Linora Avenue North and Upper 40th Street North already exist and connect to <br />Stillwater Way North and Stillwater Boulevard North. Primary access to the western residential area <br />(Outlot E) would come from Linora Avenue North. The eastern residential area (Outlot D) would have two <br />connections to Upper 40th Street North. Within the residential townhomes, we would propose 24’ private <br />alleys, which are allowed per the Lake Elmo Municipal Code 105.12.810 (General Site Design <br />Considerations; Village Districts). Since our product is rear-loaded, primary access to the homes' garages <br />would come from the private alleys, and the Homeowner’s Association would be responsible for <br />maintaining them. Additionally, by using private alleys, we can orient our townhomes to face the public <br />right-of-way, which we understand is an important city goal. <br /> <br />Parking Requirements <br />We realize that providing sufficient parking is a critical component of any subdivision design and <br />recognize the City’s preference for parallel on-street parking rather than perpendicular configurations. <br />Each townhome unit is designed to accommodate four parking spaces: two in the garage and two in the <br />driveway. With 82 proposed townhome units, this results in 328 resident parking spaces. In addition, we <br />are proposing 9 parallel on-street parking spaces, which satisfy the City’s requirement for providing 10% <br />visitor parking. In total, the development will provide 337 parking spaces, ensuring adequate parking <br />supply for both residents and guests. <br /> <br />Utilites <br />Utilities currently exist along Linora Avenue North and Upper 40th Street North. A concept utility plan has <br />been prepared for the City’s review to demonstrate potential utility connections and layout for the <br />proposed development. Additionally, we propose that utilities within the townhome area remain public. <br />We would record a Drainage and Utility Easement over areas containing public utilities, including internal <br />private alleys. This approach allows the City’s Public Works Department, with its expertise and familiarity <br />with municipal systems, to maintain and operate the infrastructure in a manner that is consistent with City <br />standards and long-term maintenance expectations. <br /> <br />Proposed Setbacks <br />We are proposing a 25’ setback for all buildings facing public streets, including Stillwater Way North, <br />Linora Avenue North, and Upper 40th Street North. We are proposing a 30’ setback from the garage to the <br />back of the curb. Lastly, we are also proposing a setback of 20’ between each building. <br /> <br />Stormwater Management <br />Currently, a wet detention and irrigation reuse system has been constructed on Outlot B, and an <br />infiltration pond has been built on Outlot C. Based on our discussions with our engineer, these ponds <br />have been designed to accommodate the proposed residential development up to the 50% maximum <br />impervious area per city code. Our proposal is to utilize the existing wet pond, reuse and infiltration basin, <br />which have already been constructed and designed to support our development. As the project <br />progresses, we will work with the required agencies to meet all stormwater requirements. <br /> <br /> <br />
