5 <br /> <br />reduced lot width to meet density requirements and to provide a product that fronts the public <br />right-of-way, with garages accessed from the rear. <br /> Max 25% of the site being townhomes: The V-MDR zoning code limits townhomes to 25% of the <br />overall development. We are requesting flexibility from this requirement based on several site- <br />specific considerations: <br />o The property is located adjacent to major roadways and commercial uses, which <br />represent higher-intensity land uses. It is consistent with planning principles to transition <br />these areas to higher-density residential products. <br />o The net buildable area of the site is constrained. Outlots D and E, where the townhomes <br />are proposed, comprise approximately 8.08 acres. A traditional single-family detached <br />development would likely not efficiently utilize the site nor achieve the density anticipated <br />for this zoning district. Additionally, we believe the market is better suited to support <br />townhome products in this location than traditional single-family detached homes, given <br />the adjacent uses. <br /> <br />PUD Identified Objectives <br />The development meets the City’s minimum PUD requirements: it is larger than 5 acres, at least 20% of <br />the site is open space, which will be protected by a drainage and utility easement, and streets are <br />designed to maximize connectivity in each area. <br /> <br />We believe the following PUD objectives are met with this site plan: <br />1. Innovation in land development techniques that may be more suitable for a given parcel <br />than conventional approaches. <br />a. Private alleys are a unique tool and need to achieve the required density while enabling <br />rear-loaded townhomes. This design reduces front-facing garages, enhances the <br />streetscape, and supports a more pedestrian-friendly environment, while still providing <br />adequate and efficient circulation. <br />2. Promotion of integrated land uses, allowing for a mixture of residential, commercial, and <br />public facilities. <br />a. The proposed development advances an integrated land use pattern by thoughtfully <br />locating attached townhomes with adjacent commercial uses. This design promotes a <br />cohesive, walkable environment where residential and commercial functions support one <br />another, enhancing convenience, activity, and overall site functionality <br />3. Establishment of appropriate transitions between differing land uses. <br />a. The proposal meets required public street setbacks and enhances transitions through <br />additional landscaping. The inclusion of numerous trees and buffering elements softens <br />visual impacts, reinforces spatial separation, and creates a well-designed transition that <br />is compatible with adjacent uses. <br />4. Provision of more adequate, usable, and suitably located open space, recreational <br />amenities, natural resource protection and other public facilities than would otherwise be <br />provided under conventional land development techniques. <br />a. Although the parcels are limited in size, our plan provides a centrally located open space <br />positioned adjacent to the reuse pond, maximizing both visibility and accessibility. This <br />placement creates a usable and attractive amenity area. <br />5. Accommodation of housing of all types with convenient access to employment <br />opportunities and/or commercial facilities; and especially to create additional <br />opportunities for lifecycle housing to all income and age groups. <br />a. We are proposing for sale rear-loaded townhomes that support a wide range of residents. <br />We find that our townhome buyers include first-time buyers, singles, and empty nesters, <br />thereby contributing to diverse lifecycle housing opportunities. Their proximity to <br />commercial uses provides convenient access to services and employment, reinforcing a <br />connected, accessible living environment. <br />6. Preservation and enhancement of important environmental features through careful and <br />sensitive placement of buildings and facilities. <br />a. The proposal preserves environmental features by focusing development on previously <br />graded outlots, minimizing disturbance to natural resources. Building placement has been
