MOTION: Council Member Johnson moved to approve funds not to exceed $6,000 to <br />install a Dynamic Speed Monitoring Display (DSMD) sign out of the capital equipment <br />fund and to authorize paying for the electrical costs associated with operating the sign <br />from the general fund. Council Member DeLapp seconded the motion. The motion <br />passed unanimously. <br /> <br />Authorizing a request for information on city sanitary sewer as one possible option for <br />future treatment for the Fields of St.Croix Homeowners Association (HOA) <br /> <br />The City Council accepted the request of Todd Place, President of Fields of St.Croix <br />Homeowners Association, to discuss the option of sanitary sewer to provide wastewater <br />treatment services to the Fields in the future. The Council directed the staff to contact all <br />HOAs to offer the same opportunity. <br /> <br />MOTION: Council Member Park moved to authorize the staff including the engineer to <br />meet with the Fields and to provide the Fields HOA with general engineering, cost and <br />timing information for sanitary sewer service as one option that the Fields HOA is <br />considering for the future. Mayor Johnston seconded the motion. The motion passed <br />unanimously. <br /> <br />Consider ordinance 08-005 amending the existing shoreland district regulations to <br />incorporate updated information and provide increased flexibility on front yard setbacks; <br />Resolution no. 2008-010 summary of ordinance no. 08-005 <br /> <br />At its January 22nd meeting, the Council asked Consulting Planner Ben Gozola to <br />analyze how many non-buildable lots may become buildable because of the OHW change <br />and to determine if the City has an option to not change the OHW in light of the recent <br />DNR change. The DNR has reviewed the proposed ordinance and supports the <br />recommended changes. Based on staff’s findings, no new buildable lots on Lake Olson <br />and DeMontreville would be created by the revised OHWs. Staff and the Planning <br />Commission recommended approval of the ordinance amending the existing shoreland <br />district regulations to incorporate updated information and provide increased flexibility <br /> <br />MOTION: Council Member Johnson moved to adopt Ordinance no. 08-005, an <br />ordinance to amend shoreland district regulations to eliminate shoreland specific right- <br />of-way setback requirements and to update ordinary high water and floodplain levels for <br />area lakes and Resolution no. 2008-08 adopting summary of ordinance no. 08-005. <br />Council member DeLapp seconded the motion. The motion passed unanimously. <br /> <br />Select a range of development scenarios for the Village Alternative Urban Area wide <br />review (AUAR) environmental review to go to the advisory panel and the public for <br />input. <br /> <br />The City Council was asked to select a range of development scenarios to bring to the <br />AUAR Advisory Panel (February 13 and February 21) for its review and comments.
