He will <br />bring results to the August 2, 2006, meeting. Staff recommended being proactive as to <br />scheduling on -going street overlays, which will cost general taxpayers of the City less <br />money in the long run. <br />Council Member Conlin stated she had driven on the roads thativall be overlayed by this <br />project and observed vegetation growing through the cracks in the pavement. <br />M/S/P Johnson/Smith — to approve Resolution No. 20,06-068, ordering improvements for <br />2006 Overlays on Irvin Court, Irvin Circle, Isle Avenue, Ivy Court, and Jamaca Court, <br />Plans and Specifications, and Ordering Advertisement forbids. (Motion passed 4-0) <br />Resident Jeanne O Neill, 10133 47 b Street, requested clarification regarding how the <br />speed problems c6W*be addressed. <br />The City Planner stated' Street is a collector road and a State Speed Study would <br />be necessary to change the "speed. It may be determined that a higher speed be <br />recommended. The addition of trees close to the street surface may result in "traffic <br />calming," but would also narrow the streets to bike and pedestrian traffic and possibly <br />create safety hazards. He advised that in his experience the use of stop signs - <br />particularly "mid block'— to simply slow traffic would be Illogical to most motorists and <br />result in the "blowing" of the stop sign and a hazard to pedestrians that rely on a stop sign <br />as a safe measure for crossing the street. He also noted that the use of speed bumps on <br />public roadways to slow traffic would result in liability to the City for vehicle damages, <br />and snowplow damage. <br />The City Administrator and City Engineer informed the residents that two speed trailers <br />will be utilized, and patrolling increased to address speeding on this segment of roadway. <br />LAKE ELMO CITY COUNCIL MINUTES JULY 5, 2006 <br />
