M/S/P Conlin/DeLapp - to table the February 7, 2006 City Council minutes because the <br />Council wanted to review the comments added, (Motion passed 4-0.) <br />Council member Conlin said she would like less commentary in the minutes because it <br />was not necessary for public record, but wanted minutes to reflect a record of Council <br />actions. <br />3. PUBLIC IN®UIRIRES/INFORMATIONAL: <br />4. CONSENT AGENDA: <br />A. Resolution No 2006-018:Approving Claims <br />M/S/P Johnson/Conlin — to approve Resolution No. 2006-018, Approving claim numbers <br />310, 311, DD638 through DD651, 28670 through 28703, which were used for Staff <br />Payroll dated February 16"', 2006 and claim, 28704 trough 28754, in the total amount of <br />$94,493.63. (Motion passed 4-0.) <br />5. FINANCE: <br />A. Revisions to Fee schedule: Ordinance No. 97-165 <br />Council member Conlin asked about the $4,000 claim for Humane Society Companion <br />Animal Impounding for 10/01-12/31/05. Finance Director Bouthilet said the fees <br />collected help offset our costs which are all the animals, but the majority of cats are <br />unclaimed. The City bears the whole cost of impounding. By law the humane society has <br />to hold the animal for a number of days and the City has to pay for that. Most of the dogs <br />are claimed and 60 percent of cats are coming from Cimarron. Council member Conlin <br />asked if the new code enforcement officer could enforce the licensing. The City <br />Administrator responded when hiring a CEF, they will take a close look at this. The <br />Council will receive an update on options which have been discussed with the City <br />Administrator and Finance Director at the next Council workshop. <br />The Finance Director reported that most of the fee increases are due to inflation. Council <br />member DeLapp stated inflation should not be used as an excuse to pay more money. <br />M/S/P Conlin/Johnson — to adopt Ordinance No. 97-165 setting the Municipal Fees for <br />calendar year 2006. Update on Bu <br />The Building Official reported there were one new residential building permit and one <br />new commercial building permit for January, 2006.
