Because of the cold weather snap, he alerted fire place owners to not walk away from
fireplaces with an open flame. The Building Official explained the building dept. uses
Marathon Gas for pumping gas in their vehicles because it is the only place that you can
get your trucks washed. Council member DeLapp asked if we have learned what
happened to the drippings from the car wash. The Building Official said he thought it
had to be filtered out, but he will find out.
9.
G11
Engineer to Prepare Feasibility ReRort
The City Engineer reported the streets within the Tablyn Park neighborhood have been
the top project in the Capital Improvements Plan for at least two years and that it is in the
City's budget again for 2006. He said with the water main project occurring this
summer, this is the opportune time to complete this project. He would anticipate
performing this work in conjunction with the street project to minimize disruption to the
neighborhood. He said the Tablyn Park Overlay Project will be an assessed project and
appraisals have been done.
M/S/P DeLapp/Conlin — to adopt Resolution No. 2006-019, A Resolution Ordering the
Preparation of a Feasibility Report for the Tablyn Park Neighborhood Overlay Project.
(Motion passed 4-0.)
B. Resolution No. 2006-020:Establishing State Aid Route Mannine from
TH36 to 50th Street
The City Engineer reported according to state aid rules, each City may designate up to
20% of its local streets mileage as collector routes that are eligible for State Aid funds. In
order for the City to maximize its share of State Aid construction funds, we need to
designate as many routes as possible. Currently, Lake Elmo has 2.3 miles available to
designate.
The City Engineer recommended that a route be established from the intersection of
TH36 and Manning Avenue, through the Sanctuary subdivision, south to 50t" Street. This
route will be about 1.2 miles in length. About half of this route is through undeveloped
property and will be defined once the property is developed.
M/S/P Johnson/Conlin — to adopt Resolution No. 2006-020, A Resolution Establishing
Municipal State Aid Highways for Manning Avenue from TH36 to 50ttt Street North.
(Motion passed 4-0).
Council member DeLapp said he is strongly opposed because we have two developments
basically governed by state rules on roads instead of the City. He said it does look like a
great alternative to Highway 5. Everybody is going to take that route to getout of the
Stillwater High School area. We have to make extra wide roads to follow these rules and
LAKE ELMO CITY COUNCIL MEETING FEBRUARY 21, 2006
