Edina Housing Task Force <br />DRAFT March 2006 <br />City. As part of this action, we propose that the City <br />include an objective dedicated to life -cycle housing in <br />its 20/20 Plan. This might read: <br />Objective: Develop a full mix of housing opportunities <br />in Edina. <br />Issues: <br />• Housing prices in Edina are escalating well beyond <br />the means of many Edina residents and workers. <br />• Life -cycle housing is an essential asset for a com- <br />munity's ability to renew Itself. If young families <br />cannot afford to live in Edina, we put the quality of <br />our schools at risk. <br />• A mix of housing opportunities enables those who <br />contribute to Edina's well-being, such as teachers, <br />police officers, etc., to live in Edina. <br />• Accessible, affordable housing is increasingly a fac- <br />tor in businesses' ability to recruit and retain work- <br />ers. <br />• Without a full mix of housing opportunities, the <br />quality of the Edina School system will erode. <br />Strategies: <br />• Adopt a mandatory inclusionary zoning policy. <br />• Update the Comprehensive Plan to convert appro- <br />priate areas to mixed -use and provide for greater <br />density in appropriate areas. <br />• Use the greater Southdale area as a demonstration <br />of a cutting -edge livable, pedestrian -friendly urban <br />redevelopment. <br />• Create long-term opportunities to make a portion <br />of Edina's existing housing stock affordable to more <br />people and families. <br />• Leverage existing housing programs to create more <br />opportunities for hard-working, moderate- and <br />lower -Income families. <br />
