The Task Force will develop a <br />"charge" to each team. The <br />charge will provide parameters <br />for each team's work, asking <br />them to address important issues <br />that arise, for example: review <br />legal soundness; examine tax <br />consequences to ensure that <br />policies do not adversely impact <br />housing; and propose specific <br />goals and measurements. <br />Identifying and securing funding <br />sources will be a key Implemen- <br />tation element. The specific fea- <br />tures of Edinas Housing Succes- <br />sion Plan must be creative, inno- <br />vative work in order to attract <br />funding. The Plan should also <br />promote new avenues for using <br />existing funding sources. <br />Some existing programs to ex- <br />plore further Include the Edina <br />Housing Redevelopment Author- <br />ity (Edina HRA), the East Edina <br />Housing Foundation (EEHF), Min- <br />nesota Housing Finance Agency <br />(MHFA), Habitat for Humanity, <br />HUD's Community Development <br />Block Grant (CDBG) funding, <br />AARP (formerly American Asso- <br />ciation of Retired Persons), and <br />Hennepin County gap financing. <br />Edina should leverage cross - <br />community collaborations al- <br />ready in place, and continue to <br />learn from other cities successful <br />
