DRAFT <br />The City Engineer informed Mr. Palacek's and Mr. Petersen's property is not proposed to <br />be assessed. <br />The Council was told that the petitioned Project is not on the C.I.P. and that if any City <br />funds were used, other projects would be delayed. Other roads in a similar condition, <br />although not currently undergoing excavation, filling and installation of a new base, <br />include Janero and Kirkwood. The Council consensus was that the proposed 28`h Street <br />reconstruction should not take precedence, even though the long term cost might be <br />lower. The Council consensus also was that the simpler construction of an18' wide road <br />with a 6" base would not be acceptable, <br />The Finance Director stated the City does have a backup of projects. Doing the 28°i <br />Street Project would involve dipping into the City's reserve. <br />M/S/P Conlin/Smith — to place the 28th Street Construction Project on the CIP and <br />prioritized by Staff. <br />passed 4-1: DeLa (Motion p pp -we have not addressed the"petition to pave 28`h Street) <br />Council Member Johnson said she supports the rctron and stated that its not a good <br />financial process to take money out of reserves for this type of project as reserves should <br />be utilized for real types of emergencies. Verbal UpAof6 on Krueger Property <br />City Engineer Prey✓ updated the -,Council on the progress to Krueger's homestead at 4452 <br />Lake Elmo Avenue. The southwest corner of the property has been staked and two loads <br />of gravel had been delivered. The property had been seeded this summer, but will need <br />to be redone on either'si4,e of the driveway where the ditch flows. It is preferred to have <br />dormant seed down in the'fall of 2006, and not extended to 2007, He will be checking it <br />again this week. <br />Ms. Krueger thanked the City for the gravel and the restaking of the property. She also <br />requested that the City delay any work on the ditch and reseeding until spring 2007, as <br />she believes it is too late in the year. She expressed concern with the contractor <br />completing the work as there have been problems with them in the past. <br />Council discussion determined that the work will be completed by the contractor, and that <br />projects have been successful utilizing the dormant grass mats. <br />LAKE ELMO CITY COUNCIL MINUTES SEPTEMBER 19, 2006 <br />
