DRAFT <br />City Attorney Filla requested that the City make Findings, and make a determination <br />regarding each of the objections. <br />M/S/P Johnson/Smith — to table and have the City Engineer return with additional <br />information on the assessments for the Water Interconnection Project — Phase IV, by <br />preparing responses to the two residents objecting to the proposed assessments. <br />(Motion passed 5-0) <br />B. Ordinance No. 97-18 1• Extend "No Parking" 15th Street to Ivy Avenue <br />City Engineer Prow informed Council that complaints had been received from residents <br />on 15th Street regarding people parking their vehicles on the street and walking into the <br />Lake Elmo Park Reserve. He is recommending extending the "No Parking" signs one- <br />half (1/2) mile West from the edge of the park along 15th Street North. This <br />recommendation does not include the cul-de-sac street within the Cardinal View <br />development. <br />M/S/P Conlin/DeLapp — to approve Ordinance No. 97-181, relating to Section <br />1005.04 (1) (Parking Prohibited 15th Street to Ivy Avenue) to the Lake Elmo Municipal <br />Code. (Motion passed 5-0) <br />C. Resolution No. 2006-107: Approve Plans for SCADA (Supervisory Controls and <br />Data Acquisition <br />City Engineer Prow explained that SCADA is an electronic monitoring system that will <br />enable the Public Works Superintendent to access information regarding the status of city <br />wells, water towers and ultimately the sewer lift station. All information regarding these <br />facilities will be available at the Public Works garage and Public Works Superintendent <br />will be able to operate the various valves and settings remotely from that location. He <br />reported that the SCADA System was included in the original cost estimates of the water <br />tower estimate. <br />M/S/P DeLapp/Johnson — to adopt Resolution No. 2006-107, approving Plans and <br />Specifications and Ordering Advertisement for Bids SCADA (Supervisory Controls and <br />Data Acquisition). (Motion passed 5-0) <br />D. Resolution No. 2006-106: Award Contract for Northern Water Main Extension <br />The City Engineer informed Council that property acquisition is complete, and <br />recommends awarding the bid to G.M. Contracting, Inc. <br />Council Member Smith requested clarification of the contract as the route has changed <br />with the new alignment proposal by the Bergmann's. City Engineer Prow said that plans <br />will be revised and the agreed upon alignment will be used for constructing the pipe. He <br />noted that there will be little or no additional construction cost related to the realignment. <br />The City Attorney said the title work needs to done but construction on the property can <br />begin. City Engineer Prow stated a Change Order, extending the completion date, will be <br />presented to Council at the next meeting. <br />LAKE ELMO CITY COUNCIL OCTOBER 3, 2006 <br />5 <br />
