C. Designation of Official Depositories <br />The Finance Director recommended that the City make no changes to the Official Depositories that were <br />designated in 1999. <br />M/S/P Dunn/DeLapp — to designate the Lake Elmo Bank, Royal Alliance Association, Inc., (Franklin <br />Fund), Paine Webber, Prudential Securities, Merril Lynch, Minnesota Municipal Money Market Funds (4M <br />Fund), and Smith Barney as the City's Official Depositories for 2000. (Motion passed 4-0). <br />D. Resolution Authorizing Signatures for Funds drawn from Lake Elmo Bank <br />M/S/P Dunn/Armstrong — to adopt Resolution No. 00-01, A Resolution Authorizing Signatures for Funds <br />Drawn from Lake Elmo Bank. (Motion passed 4-0). <br />E. Appointment of City Engineer <br />M/S/P Dunn/DeLapp — to appoint Tom Prew, TKDA, as the City Engineer for 2000. (Motion passed 4-0). <br />F. Appointment of City Attorney <br />Council member Armstrong would like to separate the criminal expenses from civil expenses. Last year, <br />the City Administrator drafted an RFP for City Attorney and this REP will be brought to the next meeting <br />for review. Administrator Kueffner stated there are changes to procedures and will bring these changes to <br />the next meeting. <br />M/S/P Armstrong/DeLapp — to appoint Jerry Filla, Peterson, Fram & Bergmann as the City Attorney for <br />2000, in addition the Council reserves the right of splitting criminal and civil activities. The City <br />Administrator will have this information for the February I" meeting. (Motion passed 4-0). <br />G. Appointment of Financial Advisor <br />M/S/P Dunn/Armstrong — to appoint Springsted Company as the City's Financial Advisor for 2000. <br />(Motion passed 4-0.) <br />H. Appointments to Planning Commission <br />M/S/P Dunn/DeLapp — to appoint Tom Armstrong, Kathy Sedro, and Bob Helwig to three-year terms on <br />the Planning Commission. Terms shall commence on January 1, 2000 and shall expire on December 31, <br />2002. (Motion passed 4-0.) <br />Discussion followed on staggering terms. Council member DeLapp thought staggered terms is irrelevant <br />and makes sense to vote commissioners in for a full 3 years. We have never had more than one person <br />leave the Planning Commission at the same time. <br />Planner Dillerud stated this is the best Planning Commission he ever worked with. <br />I. Appointment to Parks Commission <br />The terms of Kes Tautvydas, Gary Jader, and David Steele expired on December 31, 1999. All three of <br />these members have indicated a desire to be reappointed. <br />The City received a letter of resignation from Gloria Knoblauch, who has been on the Parks Commission <br />since July 1986. <br />M/S/P DeLapp/Armstrong — to appoint Kos Tautvydas, Gary Jader, and David Steele to three-year terms on <br />the Parks Commission.
