Council member Siedow had a problem with the election procedures. Does not consider allegations valid <br />by people who won't sign letters. The Council could keep election as stands and asked that a committee be <br />formed to review the administrative procedures of the department. <br />Council member Dunn stated the department has bylaws to follow, and that we need to review procedures. <br />She's supportive of a study committee to review procedures, and did not feel recommendations #2-4 <br />necessary. <br />Council member Armstrong voiced her concern about people that didn't speak. She is in favor of forming a <br />committee to review and update the administrative procedures and having a temporary chief or now. She <br />has respect for the Fire Dept. and the time they put in and sacrifices they make. <br />Council member Delapp did not have anything further to add. <br />Mayor Hunt stated this is not happening because some letters had been written, but concern with <br />procedures. We should take a time out and work with the Fire Dept. and come back with recommendations <br />in three months. <br />Greg Malmquist assured the City that the service would be there. Diversion in the department is nothing <br />new. The department has a process in place to handle it. He was key in development of policies they have, <br />to be proactive rather than reactive, because the members wanted a change. He has 15 '/2 years on the dept. <br />and welcomes a committee and new members. By not making the appointments, you're taking the voice of <br />the membership away. He is honored to be in as Chief. The process has been followed and rubber- <br />stamped by the Council. <br />M/S/P DeLapp/Armstrong — that the membership of the Study Committee to include memberjointly <br />selected by administrator and fire chief. (Motion passed 5-0.) <br />M/S/P Siedow/Armstrong - to form a Fire Department Study Committee to review and update the <br />administrative procedures of the Fire Department. That the committee consist of two council members, <br />Sue Dunn and Chuck Siedow, a member selected jointly by the fire chief and administrator, the City <br />Administrator, possibly include a member from the community, a member from the Washington County <br />Sheriff's Dept., and City Attorney to review the legality of the recommendations made by the committee. <br />(Motion passed 5-0) <br />M/S/P DeLapp/Siedow — that the Council requests the first report from the Fire Dept. Study Committee on <br />administrative issues by the first Council meeting in June. (Motion passed 5-0.) <br />M/S/P DeLapp/Siedow - to certify the Fire Department election results. (Motion passed 5-0.) <br />Rep. Pee Larsen: <br />Rep Peg Larsen, chair local govt committee, reported on the annexation issue put into statute. Senator <br />Laidig was not in attendance. <br />D. Application for Village Commission <br />The City received an application from Bill Hagberg, II to fill one of the three vacancies on the Village <br />Commission. The Administrator handed out two more applications. <br />M/S/P DeLapp/Siedow — to appoint Billy Hagberg II to the Village Commission. (Motion passed 5-0). <br />M/S/P Armstrong/Dunn — to postpone the two applications for the Village Commission until the March 86 <br />Council meeting because they were just handed out tonight at the meeting.
