E. Alarm Ordinance <br />The purpose of this ordinance is to encourage security, fire or medical alarm users and alarm businesses to <br />maintain the operation reliability and the proper use of alarm systems so as to limit unnecessary police, fire <br />and emergency medical responses to false alarms and alarm malfunctions. Capt. Johnson handed out <br />summary data of false alarms for 1996, 1997, and 1998 and through May of 1999. In 1999 alone, two <br />businesses in Lake Elmo each had 24 false alarms. <br />Sheriff Frank, Under Sheriff Steve Poll, and Attorney Filla has reviewed this ordinance and recommended <br />its adoption. <br />M/S/P DeLapp/Siedow — to adopt Ordinance No. 9753 ordinance, adopting Section 1395 "Alarm Systems" <br />as presented. (Motion passed 5-0) <br />M/S/P Dunn/Siedow — to adopt Resolution No. 2000-08 adding fees for false alarms and amending <br />Resolution 2000-02 adopted January 4, 2000 setting forth the City's Fee schedule for 2000. (Motion passed <br />5-0.) <br />Administrator Kueffner asked if the Sheriff s Dept. was aware of the delay of signal light installation at <br />CSAH17 and Hwy 36 until 2001. Capt, Johnson responded they were not and will poll office and troops <br />and respond back. Capt, Johnson was invited to the 261i Council workshop on criminal prosecution <br />procedures. <br />5 CONSENT AGENDA: None <br />6. MAINTENANCE/PARK/FIREBUILDING <br />A. Building Department: 1999 Building Permit Report <br />Jim McNamara, Building Official, provided a summary of the 1999 Building Permits, which totaled <br />$286,359.83. Of these permits, 76 of them were for new homes, and those permit totals were $206,000.00. <br />The remaining $80,356.83 HVAC and Plumbing Permits. <br />Administrator Kueffner recommended that the Council direct the pro -rating of this money to different <br />departments, as it does for other departments, including the City Council. <br />M/S/P DeLapp/Dunn — to direct the staff to develop a prorating system of fees to the various departments <br />of the City. (Motion passed 5-0. <br />B. Building Dept. Truck <br />Based on the City Planner's report and the MAC recommendation, Public Works Supervisor Dan Olinger <br />had searched the MnDot Cooperative Purchasing Venture Program and recommended the purchase of the <br />Chevrolet S-10 as the Building Inspector's vehicle. The Council added this truck should have a longer life, <br />if used as approved, because of low mileage use and should be noted in the CIP and by MAC. <br />M/S/P Dunn/DeLapp —to purchase a Chevrolet S-10, Grossman Chevrolet, Burnsville, MN at a cost of <br />$16,769.00 for the Building Official's use at recommended timeframe. (Motion passed 5-0.) <br />M/S/P DeLapp/Armstrong — to direct the staff to use their best judgment for disposal, realizing the best <br />price, for the sale of the 1994 Ford Escort wagon. (Motion passed 5-0.) <br />C. CleanUp Day 2000 <br />Staff has reserved the Washington County Fairgrounds for May 13, 2000 for the annual Clean Up Day. <br />Dan Olinger recommended the City continue with Vasko Rubbish and ARCA Minnesota, Inc. for <br />recycling.
