Council member DeLapp explained the State requires that commercial buildings, as <br />proposed by the applicant, be designed by an architect registered with the State and <br />granted only after an applicant completes architect school and a week of exams. This <br />building may met State health and safety standards, it may be accessible, but it fails the <br />design elements as considered by the Village Commission, Planning Commission and <br />City Council. <br />Several Council members indicated to Mr. Erban that what was presented to the Council <br />was not what it had in mind even though it goes along with our 15year old code. We now <br />have the Calthorpe Study and the Village Commission guidelines. The building could be <br />redesigned to blend in and not be so modernistic and stand out with the long roofline. <br />Council member Siedow thought the Council was trying to legislature too much taste. As <br />long as the site plan meets the code, we cannot legally deny. <br />Siedow/no second - to approve the site plan submitted by Steve Erban <br />Administrator Kueffner suggested that Jim McNamara put in writing his review of the <br />actual construction plans that are consistent with renderings the Council has of the <br />project. <br />M/S/P Siedow/Dunn -to approve the site plan application of Dorothy Erban for an office <br />condo site and building plan at the NE corner of Laverne Ave and State Highway 5, and <br />to come back for council approval after construction plans have been reviewed by the <br />building official. (Motion passed 4-1:Delapp: He wanted to encourage creativity and if <br />variances were needed he would be open for consideration. Sideow suggested change <br />code for the next meeting. Hunt was disappointed the building didn't meet expectations <br />even though they tried to impress upon the applicant what the City is looking for, but the <br />City has to go along with the existing code. <br />The building will be sprinkled as referred in Tom Prew's memo of June 26. Mndot gave <br />letter for approval. <br />D. Planning Commission Communication Regarding Old Village Zoning <br />Planner Dillerud reported at it July 24, 2000 meeting the Planning Commission adopted <br />the motion directing staff to notify the Council of the Planning Commission's concerns, <br />and willingness to assist the Village Commission in its efforts to draft enforceable <br />architectural standards and other related zoning standards specifically designed for the <br />Old Village. <br />Mayor Hunt will contact Chair Armstrong and Frost to see if they would be available to <br />meet on Monday or Wednesday. <br />10.
