Council member Dunn thought there could be a stop sign at the intersection. <br />By having a cul-de-sac does not mean you cannot get through. The road is in <br />poor condition and she tried to be sensitive to everyone's view and thought a <br />compromise of 60/40 is viable. The City is responsive to the residents' <br />safety and speed issues. <br />Council member Armstrong did not want to see a cul-de-sac because it's too <br />disruptive. 50t' Street has had a long-standing history of a through street. <br />She had considered the western portion as gravel and blacktop the eastern <br />portion, but it comes to a point when the gravel has to go. There is more to <br />rural than just a gravel road. A cul-de-sac is just a fix. She would not like <br />trees in the middle of the center medians because it is a hazard. <br />Mayor Hunt stated cul-de-sacs do not work and gave example of 19'1' St in <br />Oakdale. The City would set a dangerous precedent with a cul-de-sac. If the <br />street is barricaded, people tend to drive around barricades all the time. The <br />City still has to maintain the easement, and it's an expense and concern. <br />You can control speed in this area by design and enforcement. The speed on <br />3Oh street reduced by 10 mph. <br />The letter from James Hansen, 11260 501h St. N., was read into record <br />recommending that the center islands be left in grass or gravel (or removed <br />altogether) and the money intended for islands/landscaping be used to make <br />5& Street at least as wide as the development roads that it serves and to add <br />wide shoulders or a walking/biking trail. <br />Council member DeLapp stated landscape is the contingency for his vote. <br />Trees should be planted in islands to provide obscurity and a sign erected <br />defining in advance that islands appear in the road. This is better than a big <br />wide freeway separated by a stripe. <br />Tom Prew will bring in a landscape architect to do design landscaping, and <br />he will bring back the proposal to Council. The shape of the islands was a <br />concern expressed by Council member DeLapp, who would prefer a canoe <br />shape rather than formal rectangle islands.
