M/S/P Hunt/Siedow — to adopt Resolution no. 2000-046 approving plans, <br />recognizing the intent look at tree landscaping on both sides of road and <br />trees in islands, and islands contoured in a more natural design rather than <br />rectangle. (Motion passed 3-2:DeLapp, Armstrong, doesn't like the islands <br />because they are dangerous, DeLapp: trees are integral part of traffic control. <br />Need to provide landscape to slow them down; Hunt: fill-in landscape where <br />appropriate, and get opinion from maintenance foreman on maintenance of <br />different median designs.) <br />9. PLANNING, LAND USE & ZONING: <br />A. Zoning Ordinance Amendment:Keeping of Livestock <br />At its September 11 meeting, the Planning Commission adopted a <br />recommendation to amend the Zoning Ordinance text to decrease the <br />minimum parcel size required for the keeping of horses, but no other <br />livestock, from 10 acres to 5 acres. The Commission also recommended <br />adding a more specific definition of "grazable acres" to the ordinance so to <br />exclude yards, steep slopes and wetlands from grazable acres calculations. <br />M/S/P Dunn/Side — to adopt Ordinance No. 9763, as amended (change to <br />Horses may be kept on any parcel 5 acres or larger.), An ordinance <br />amending Section 300.13 Subd. 15, D&E of the Lake Elmo Municipal Code <br />regarding the keeping of livestock. (Motion passed 5-0.) <br />B. Community Development Block Grant: Washington County <br />Planner Dillerud reported that Washington County has advised the City that <br />the Resolutions adopted by the Cooperating Communities in July were <br />found by HUD to be incomplete and will not make the 2001 cycle with the <br />County. HUD now requires reference to the HOME program in all CDBG <br />agreements. Dillerud doubted that we would see many HOME applications <br />from Washington County communities or even the County HRA. HOME is <br />strictly housing and then only housing for low and very low income used <br />mostly by central cities. The inclusion of the HOME language in the <br />Agreement and Resolution will not impact Cooperating Communities unless <br />they wish to use HOME funds. <br />Council member Armstrong voiced her concern on who spends the money <br />and how. Dillerud responded if we chose to participate, we can use funds for <br />a site selection for a senior project, housing rehabilitation. <br />LAKE ELMO CITY COUNCIL MINUTES SEPTEMBER 19, 2000 6 <br />
