Council member DeLapp indicated that no money can be spent without the <br />approval of the jurisdiction of the City Council, and asked that the City <br />Administrator call the County Administrator to get assurance that the <br />County will not impose a project on the City. We do have zoning control. <br />M/S/P Siedow/Hunt — to adopt Resolution No. 2000-047, A Resolution <br />approving Washington County Community Development Block Grant <br />(CDBG) Cooperation Agreement. (Motion passed 3-2:Dunn: all the facts are <br />not here, the agreement has questionable items in it that would negate to the <br />community, did not like the automatic 3 yr. renewal, Armstrong: HUD is an <br />urban program, people in Lake Elmo like to live in a rural community, we <br />should not get in a Federal Govt. program, the city that needs it the most <br />should get it, do not have any defined projects. <br />C. Village Commission Old Village Architectural Guidelines <br />At its September 13 meeting, the Village Commission recommended <br />adoption by ordinance of architectural guidelines for new construction and <br />rehabilitation within the Old Village. <br />Council member Dunn had a problem with dictating architectural standards <br />on old homes, new construction should be mandatory, but existing <br />residential should be policy. <br />Council member Siedow indicated the guidelines were too restrictive, <br />requesting color painted is 50 years too late to do this. Residential should be <br />all policy, and don't set setbacks for commercial buildings. <br />The Council determined that the following guidelines should be as follows: <br />POLICY: Existing residential renovation <br />Place an addition on residential existing should be policy. City hall should <br />have the guidelines in a book form to address inquiries.
