M/S/P Dunn/Armstrong - to direct staff to provide a schematic to the
residents close to the area of site showing location of lighting of described
flagpole, sign, landscaping, and get their reactions. City will send letters, and
if homeowners are acceptable to proposal, then proceed. (Motion passed 4-
0).
There is no timeline on this, and it would be brought back first meeting in
November. Fire Chief stated his staff would deliver the letters because he
would like to install this year.
8. CITY ENGINEER'S REPORT:
A. Partial Payment No. 1 to C.W. Houle for 50th Street Watermain
M/S/P DeLapp/Armstrong — to approve Partial Payment No. 1, in the
amount of $58,543.75 to C.W. Houle for work completed on the 50th Street
Watermain Project, based on a favorable recommendation from the City
Engineer (letter dated September 28, 2000). (Motion passed 4-0.)
B. Final Payment to Tower Asphalt for 301h Street Reconstruction
M/S/P DeLapp/Armstrong — to approve final payment, Change Order 3 and
4, in the amount of $31,997.84 to Tower Asphalt for work completed on the
301h Street Project, based on a favorable recommendation from the City
Engineer (letter dated September 28, 2000). (Motion passed 4-0).
C. CSAH10 and CSAH13: Response from Washington County on
proposed roundabout
Mayor Hunt suggested getting on the Washington County Board agenda to
discuss performing this study jointly and give the County an opportunity to
work with the City to move residents safely through intersection. A
roundabout does not deteriorate quality of life for residents and is a much
more friendly option instead of a traffic signal. Hunt will contact Council
members, Tom Prew, and the City Administrator when he finds out when
the City can get on the agenda and then see what elected officials can attend.
M/S/P Dunn/Armstrong — to request a slot on the Washington County Board
agenda to discuss partnership in the development of intersection controls at
CSAH13 and CSAH10. (Motion passed 4-0.)
LAKE ELMO CITY COUNCIL MINUTES OCTOBER 3, 2000
