Council member DeLapp provided the following comments: If safety is <br />reason for installing a light, why are we waiting for local residents instead of <br />developers/police and engineers telling us where to put street lights. <br />If safety/police/Engineering is reason, why are people within 300 ft. paying <br />for installation when the travelling public is the beneficiary? <br />If people live in and move to Lake Elmo to take advantage of rural character, <br />why are there any streetlights except where imposed by County and State <br />Highway safety concerns? <br />The County and State pay for all lights on County and State roads if they <br />determine the lights are required because of their action building fast, wide <br />roads. <br />City to pay all costs where light is needed for safety, police and engineering, <br />but threshold of minimum vehicles per day on major roads and minimum <br />vehicles per day on minor roads must be met. Also, lights on Lake Elmo <br />Ave and in front of City buildings, fire hall, parks building in the public <br />interest. <br />Electricity for existing lights requested by residents who feel more secure <br />with a City light must be paid for by requesting property owners and all <br />owners within 300' must be agreeable to construction of lights. No lights in <br />subdivision on City property unless 12' high or lower. <br />M/S/P Armstrong/Dunn — to direct staff take comments from tonight's <br />meeting and draft new street light policy because the current one is 15 years <br />old, and requested recommendation on what type of intersections should be <br />lit, an inventory of lights are not necessary for the safety of the travelling <br />public, and to bring original draft to Council with PZ comments, with <br />deadline of first meeting in April. (Motion passed 5-0). <br />E.
