Mayor Hunt opened the public hearing at 8:15 p.m. in the Council chambers.
Dick Cormier, 8742 15"' Street, asked why does this dead end street have to
be 9-ton road. Is this a distribution center or a greenhouse? Is the gas tank
located close to the road legal? According to the resolution granting Linder's
Greenhouse a CUP, the maintenance of the road will be done every two
weeks, and this is not done. Mr. Cormier submitted a petition indicating that
this road should not be blacktopped as gravel has been only added one since
1992. The City is responsible as well as Linders for upkeep of this road.
The road is ruined because of Linders business traffic.
Steven Dahly, 8955 15'' Street N., stated the traffic of 15`h Street is from
Linders Greenhouse. The residents had no control over the upkeep of the
road, it was up to the City and Linders, so the residents should not have to
pay.
Dan Geske, 8996 15'h Street N., stated the road has been neglected so the
residents should not have to pay for this road construction and asked that the
City put it back to original road. Would like more than just a shoulder on
the road for kids riding their bike and for people walking. Linders are good
neighbors and tried to improve the road.
Dave Linder, Pres of Linders Greenhouse, responded that Linders is not a
distribution center, that they grow 95% of products. The products unable to
be produced as herbs, tropical plants, or certain times of the year for
purchase from other greenhouses are brought in. As far as violating road
limits, there is no evidence and no reprimands. The trucks run half -full or
less and are within weight limit. In 1988 the road was not gravel, but mostly
sand and barely impassable. The road has been improved, with the help of
the City, since Linders built the greenhouses. They standing by their
agreement and paid for calcium chloride 3-times a year. Linder's is
interested in road being paved and would pay the 45%, but it would be silly
not to build a 9-ton road as other City road. This would reduce the number
of trucks on the road. This road reconstruction is not due to our instigation.
Mayor Hunt closed the public hearing at 8:30 p.m.
Council member Armstrong stated the County does the grading on a rotating
schedule. Its more expensive to keep up a gravel road and would have to
look at what is practical for the City. This problem street has been before the
LAKE ELMO CITY COUNCIL MINUTES JANUARY 16, 2001 7
