M/S/P DeLapp/Armstrong — to adopt Resolution No. 2001-06 approving <br />plans and specifications for drilling of Well No. 3 and authorizing <br />advertisement forbids. Motion passed 5-0). <br />9. PLANNING, LAND USE AND ZONING: <br />A. Site Plan Amendments: Heart of America <br />At its January 8, 2001 meeting, the Planning Commission adopted a <br />recommendation regarding the application by Heart of America to amend <br />portions of the site plan approved for the restaurant/hotel site at Hudson <br />Blvd and Inwood Avenue. <br />The requested site plan amendments are as follow: <br />1. Relocate the "milk carton" monument sign 120 feet to the north, after -the <br />fact. <br />2. Increase the site size by 6/10 acre. <br />3. Increase combined off street parking by 46 spaces. <br />4. Modifications to the exterior facing materials of both the restaurant and <br />hotel. <br />Planner Dillerud reported the PZ did not offer a firm decision on exterior <br />materials, 85% cultured stone and 15% board and baton, applicant asked <br />hotel have percentage of one-third lap cedar siding opposed to vinyl siding, <br />Kirk Whalen, Heart of America, explained the market exists in the <br />$150/night range, therefore, changed the philosophy on this hotel and would <br />like to do away with vinyl siding. This is the first Machine Shed that is <br />natural and not gray. <br />Council member Dunn indicated the site plan amendments are positive and <br />is a nice entrance to the City. Council member Armstrong agreed and liked <br />the cedar siding. <br />Council member DeLapp explained this proposal is cheaper than what was <br />authorized a year ago. We got fir plyboard and baton and not the 15% we <br />negotiated. Is finishing every two years a low maintenance material, does it <br />burn, what is the definition of equivalence. Our agreement was broken <br />without our knowledge. It seems if a developer comes into the City for <br />forgiveness later, they will get what they want.
