B. Escrow Reduction Fields of St. Croix 2nd Addition <br />M/S/P DeLapp/Dunn - to approve the site grading be reduced to $40,000 for <br />two weeks, remainder amounts stay the same, plus 125% security deposit. <br />(Motion passed 5-0.) <br />8. PLANNING, LAND USE & ZONING: <br />A. Zoning Map Text Amendment, CUP, Low Impact Ag Use E&E LLC <br />Planner Dillerud reported the Planning Commission adopted several <br />recommendations relating to this Conditional Use Permit Application to <br />locate a contractor's office/shop/equipment storage facility in the AG zone. <br />E&E, LLC proposed utilization of 2.76 acres of a 70 acre for 12,000 sq.ft. <br />shop/office structure and related open storage of earth moving equipment. <br />The applicant proposed rezoning the site from the RR to AG, and, zoning <br />ordinance text amendments to the Low Impact AG CUP ordinance <br />regarding setback of open storage and the definition of allowable Low <br />Impact Ag uses. The open storage setback would be modified from 200 feet <br />to 50 feet along the 1-94 frontage road (only); and the 26,000 pound weight <br />maximum for off road equipment (only) wold be eliminated. <br />Planner Dillerud indicated the screening, that is acceptable to the City, is <br />just for the outside storage and not for the building. He has told the <br />applicant not to worry about the building because that will be discussed at <br />site plan review. <br />Council member DeLapp stated 45,000 cars drive by and see what nobody <br />wants in our own front yard. This is totally customized to apply for one <br />person in the city. Do we have a problem with our existing ordinance? <br />M/S/P Siedow/DeLapp - to adopt Ordinance 9771 amending section 300.07 <br />subd 4A.6.e. of the City Code to permit setbacks of 50 feet for open storage <br />adjacent to the I-94 frontage road. <br />Discussion followed: <br />Council member DeLapp wanted more screening, The ordinance we have is <br />good because we have worked long and hard on this ordinance.
