very small change. They have proposed to add a right turn lane (paved) as <br />the gravel shoulder is now constantly used for that purpose. The County <br />commented that this might cause an inconvenience for vehicular traffic <br />turning left onto CR13 from Lake Elmo. The lights at this intersection will <br />be synchronized with the lighting system along Radio Drive. The County <br />will not modify the timing of this entire corridor in order to provide extra <br />time to turn from this one location. <br />Council member DeLapp asked the County to have shielded lights meeting <br />City code on both sides of the road. <br />Administrator Kueffner suggested the City date and sign this "draft layout" <br />so that when the decision does come in, there will be no question as to what <br />was approved. <br />M/S/P Armstrong/DeLapp — to approve the draft plan from Washington <br />County regarding CSAH13 and 4' Street/Hudson Blvd N. Signal Project, to <br />date and sign this "draft layout" with the minor change proposed, that is the <br />paving of the right gravel shoulder an improved right turn lane. The <br />approved layout has 3 lanes on the Lake Elmo side of the intersection. <br />(Motion passed 4-0). <br />B. Street Lighting Policy <br />Tom Prew reported he has prepared a map of areas in the City that he feels <br />warrant street light consideration. Administrator Kueffner reported that <br />Staff was directed to provide that analysis and to update the City's policy on <br />streetlights. The Council had directed the street lighting policy be sent to the <br />Planning Commission first for review and recommendation, which will be <br />done as soon as possible. <br />C. Hill Trail Road Improvement <br />Tom Prew has completed the survey of the area. After the survey was <br />completed, the Council asked to have a meeting with the residents in the <br />area to hear their concerns on drainage and runoff. The Council asked that <br />an informational meeting be held first between staff and residents and ask <br />residents to make written comments if they cannot attend this meeting. <br />LAKE ELMO CITY COUNCIL MINUTES DUNE 5, 2001 10 <br />
