PUD Development Stage Plan/Preliminary Plat/Site Plan - Carriage <br />Station <br />Planner Dillerud reported that at its May 14 meeting, the Planning <br />Commission conducted a public hearing and adopted a recommendation <br />regarding these several concurrent applications to develop Lot 15, Block 1, <br />Carriage Station as a 4 building office complex, totaling 25,000 sq.ft. of <br />structures. The sum structure area proposed complies with the conditions of <br />the original Carriage Station PUD Plan as to use and scale for Lot 15. The <br />Commission recommended denial of the PUD Development Stage Plan, <br />which makes the Preliminary Plat and Site Plan applications non -conforming <br />and invalid. The Commission was of the opinion that the number and degree <br />of departures from LB zoning district standards proposed was excessive. Of <br />particular concern was the proximity of non-residential structures and <br />parking to future residential development that would result from the PUD <br />Plan proposed. The applicant's decision to propose 4 separate structures to <br />accommodate the allowable 25,000 sq.ft. of floor area continues to this <br />perceived conflict. <br />The Planning Staff Report of May 8 recommended approval of the PUD <br />plan and resulting Preliminary Plat/Site Plan. The basis for that <br />recommendation was the probability that a reduction in the number of <br />structures would result in few structures of greater height and mass than now <br />proposed. <br />The lights proposed do not meet the code stated Council member DeLapp, <br />and he will check into high security lights. <br />Mr. Arkell stated he was under the impression the Council would like to <br />have smaller buildings, not two-story buildings. Siedowliked more of the <br />smaller buildings than larger two-story buildings. Council members Dunn <br />and Armstrong didn't like the fourth building. DeLapp suggested the site <br />have minimal parking, but reserve green space in case we need it. If he could <br />have less parking and keep the maximum 25,000 sq.ft, Mr. Arkell stated he <br />would consider a three building plan and would eliminate building 4 and add <br />onto building 3 as an alternative. <br />LAKE ELMO CITY COUNCIL MINUTES JUNE 5, 2001 12 <br />
