B. Final Plat and Development Agreement Eagle Point Business Park 2°d <br />Addition. <br />Washington County has told the developer the turn lanes are to be <br />constructed now. The Council asked that construction of the turnlanes be <br />delayed until needed. The plat should insure the land is there for the <br />turnlanes, but the lanes should not be constructed until proven they are <br />needed. Administrator Kueffner has asked Washington County to attend the <br />next meeting to answer questions. <br />M/S/P DeLapp/Dunn - to adopt Resolution 2001-067 to approve the Final <br />Plat and Development Agreement for Eagle Point Business Park 2°a <br />Addition. (Motion passed 4-1:Armstrong) <br />3. FINANCE DIRECTOR'S REPORT: <br />A. 15`h Street Order Preparation of Special Assessment Roll <br />Finance Director Berg asked for a maximum of 7% rate of interest for <br />flexibility based on the catastrophe that happen in New York. If Linders' <br />Greenhouse would like to extend the assessment time beyond the 5 years, <br />they would have to amend their Conditional Use Permit. <br />M/S/P Siedow/Armstrong - to amend the resolution by requiring the interest <br />rate of 7.0 percent per annum and assessment period extended over five <br />years. (Motion passed 5-0). <br />M/S/P Seidow/Armstrong - to adopt Resolution No. 2001-069, A Resolution <br />Declaring Cost to be Assessed and Ordering Preparation of Proposed <br />Assessment for 151h Street. (Motion passed 5-0). <br />B. 15'h Street Special Assessment Public Hearing <br />Administrator Kueffner asked staff to check on why Otto-Sieverson is being <br />assessed two units when they are in Ag Zoning. Assessment rates are <br />extremely low and will be reviewed by staff. <br />M/S/P DeLapp/Armstrong - to adopt Resolution No. 2001-070, A <br />Resolution for Hearing on October 2, 2001 for the Proposed Assessment for <br />151h Street.
