C. Final Plat and Development Agreement — Carriage Station <br />Professional Park <br />John Arkell, Carriage Station developer, presented the Final Plat of Carriage <br />Station Professional Park ---a replat of Lot 15, Block 1 Carriage Station. The <br />Final Plat reflects the footprints of the 4 structures previously approved by <br />the City as a PUD amendment and Preliminary Plat. A master site plan for <br />the layout of the site has been approved, including the structure on Lot 2 of <br />the Final Plat. Each subsequent structure is required to be presented to the <br />City as a separate Section 520 Site Plan to address architectural performance <br />standards. There are no public improvements proposed or required with the <br />plat, and the Public Use Dedication was prepaid by the developer with the <br />original Carriage Station Final Plat. Staff recommended approval of the <br />Final Plat and Development Agreement based on compliance with the <br />approved PUD plan/preliminary plat and the applicable standards of Section <br />400 of the City Code. <br />M/S/P DeLapp/Siedow — to adopt Resolution No. 2001-080, approving the <br />Final Plat and Development Agreement for Carriage Station Professional <br />Park. (Motion 4-1:Dunn was against putting block into water) <br />D. Vacation of easements on Lot 15, Carriage Station <br />On September 4, 2001, the Council conducted a public hearing to consider <br />the petition by Carriage Homes IX to vacate all drainage and utility <br />easements within Lot 15, Block 1 Carriage Station. There was no testimony <br />at the Hearing. On the advice of staff, the Council tabled action on this <br />matter pending consideration of the Final Plat of Carriage Station <br />Professional Park, which will establish new easements for those vacated. <br />This vacation is a technical adjustment to accommodate the replatting. <br />M/S/P DeLapp/Siedow - to adopt Resolution No. 2001-081, vacating <br />drainage and utility easements on Lot 15, Block 1 Carriage Station, subject <br />to the recommendations of the City Engineer and City Attorney, and subject <br />to the recording of the Final Plat of Carriage Station Professional Park. <br />(Motion passed 4-1: Dunn). <br />LAKE ELMO CITY COUNCIL MINUTES SEPTEMBER 18, 2001 10 <br />
