Don Wisniewski reported there are 1,000 housing starts between West
Lakeland and Lake Elmo. The road is not overbuilt for the future.
Council member Siedow was against a roundabout, but favored 4-way stops
and didn't want signals until needed. Council member Armstrong thought a
semaphore was needed because the rumble strips are worn down.
Council member Dunn suggested keeping the stop signs until people learn to
drive. Mr. Wisniewski responded this is not a responsible solution.
Council member DeLapp reported Lake Elmo is developing 1/61h of
Woodbury, but with the infrastructure on the road, what we are getting is
exactly like Woodbury. This is the only road to get out of our City, and 4th
Street should have taken the traffic and not 1 Oth street.
Mayor Hunt would like to see a roundabout and didn't see a need for 16
lanes. He was opposed to a signal light.
The Council asked the City Engineer to pull the data out of his report to
answer County's questions. If this is something that will take a long time,
then he should advise City Administrator.
M/S/P DeLapp/Dunn - to request Tom Prew to review his report and in two
weeks inform the Council what information is needed for his answers.
(Motion passed 4-1: Armstrong: A roundabout is a nice idea, but the
intersection is too dangerous to start something new, and should proceed
slowly.)
M/S/P Dunn/Armstrong — to reschedule November 61h Meeting to
Wednesday, November 71h at 5:30 pm. Council will be asked if they want
sandwiches. (Motion passed 5-0).
4. NEW BUSINESS
5. CONSENT AGENDA
6. MAINTENANCE/PARK/FIRE/;BUILDING
A. Update on maintenance Dept. Activities: Dan Olinger was on
Vacation.
LAKE ELMO CITY COUNCIL MINUTES SEPTEMBER 18, 2001
