spending the money. Planner Dillerud responded this is how it was stated in
the RFP and you are bond with the RFP.
Council member DeLapp stated there are two good proposals that address
our needs. Is an outside look best versus continuity and then there is the
finance issue. DeLapp felt the money is so small it doesn't warrant a second
interview. Council member Dunn suggested the Council watch the video of
the interviews with the consultants.
M/S/P Armstrong/DeLapp - to postpone consideration on consultants
pending review of Planning Commission tapes. (Motion passed 5-0.) It was
pointed out that the consultant interviews section of the Planning
Commission meeting was not videotape
B. Section 520 Site Plan & Final PUD Plan — United Properties
At its September 10 meeting, the Planning Commission approved the
application by United Properties for Site Plan approval of a proposed 32,263
sq.ft. gross floor area office to be located on the 3.5 acre Lot 1, Block 2
Eagle Point Business Center 2nd Addition, subject to several conditions,
including substitution of a revised Site Plan reducing the amount of off-
street parking from 136 spaces to 132 spaces; and a corresponding increase
to parking landscape islands area.
There was discussion on the applicant's proposal to incorporate EFIS
architectural enhancements/materials to approx. 30% of the exterior
surface —the balance proposed to be brick/glass. Council member DeLapp
pointed out that EFIS 2" B board burns like a torch. ...block does meet our
code as in the clinic and gas station, and he would not support a variance.
Dale Glowa, United Properties, explained EFIS is not a flammable material
and has an insulating value. They have used EFIS in their commercial
buildings and these buildings have stood the test of time. Council member
DeLapp responded with we are talking cheap here. The intent of the office
park is not just to hall people into work, but provide a strong building for us.
Why wouldn't brick or stucco work? Mr. Doughtery answered because of
the variation in wall surface which will be hanging three ft out and it is not
affordable to hang brick out there. Council member Siedow didn't like a
Council member calling people cheap. There is new technology, and he
didn't care what it cost.
LAKE ELMO CITY COUNCIL MINUTES SEPTEMBER 18, 2001 8
