Mayor Hunt reiterated the importance of all expenditures being Council approved. It was
acknowledged there was a misunderstanding between city staff/city council and the city
engineer, who thought he had the authorization from the Council to proceed with design
plans for an expansion of a building.
As an aside, the city planner reported that in 60 days the MAC/PZ Special Projects
Commission would have a recommendation on community facilities.
Weight Restrictions.
The maintenance supervisor reported that Mn/DOT lifted weight restrictions on state
roads, but Washington County's weight restrictions will be on until April 29th. He had
checked the gravel roads and they are still soft. Since the County generally follows the
lead of Mn/DOT, with this year being an exception, the council was asked for direction
on which agency to follow.
M/S/P DeLapp/Siedow - to follow Washington County's date on removal of signs for
weight restrictions. (Motion passed 5-0.)
_Request for a 1-ton truck with dump box
The maintenance supervisor reported at its April 8th meeting, MAC approved the
specifications for the 1- ton truck with dump box and recommended approval. He stated
the existing 1989 truck will be traded or sold. He further asked the council if the cost of
this truck should be shared with the Parks Department because they will also use it.
M/S/P Dunn/Siedow - to purchase 1-ton truck based on a favorable recommendation
from MAC, and based on adequate funding being in place. Further, that the cost split
between the Maintenance and Parks Department for this vehicle will be left up to the
discretion of the department's supervisors. (Motion passed 5-0.)
Gravel roads
Dan Olinger asked how often should 50th Street west of Lake Elmo Avenue and Kimbro
Avenue from 47th Street to 50th be graded. They have done grading once a week and
Kirkwood, Manning get by every other week. Administrator Kueffner will get back with
graveling road frequency policy and grading program.
Council Member Dunn reported the Demontreville park area sign seems to be broken.
B. Update on Building Dept. Activities: Jim McNamara
The building official reported that in March there were 18 new residential permits issues
and 1 new commercial permit issued. The building official also reminded residents that
they couldn't place vehicles on the grass with a "For Sale" sign; it is a violation of the
Lake Elmo Municipal Code.
LAKE ELMO CITY COUNCIL MINUTES APRIL 16, 2002
