D. Request MnDOT To Perform Speed Study For 50th Street <br />The City Engineer reported that 501h Street reconstruction is completed. He asked the <br />Council to pass a resolution requesting a speed study be performed by MnDOT on 500, <br />Street N. from TH5 to CSAH 17. A Council member noted that the Wildflower Shores <br />development has many dead trees. The City Engineer stated be will count the number of <br />live trees before accepting them. <br />M/S/P Siedow/Dunn — to adopt Resolution No. 2002-067, A Resolution requesting the <br />Minnesota Department of Transportation to perform a speed study for 50th Street N. <br />between Lake Elmo Avenue (CSAH17) and TH5, as recommended by the City Engineer. <br />(Motion passed 5-0). <br />9. PLANNING, LAND USE & ZONING: <br />A. GB Uses and OP Concept Architect Review — Planning Commission <br />The City Planner reported the Council directed staff to request the recommendation of the <br />Planning Commission regarding two potential Zoning Ordinance amendments: <br />1. To review the existing Permitted and Conditional Uses of the General <br />Business (GB) zone for possible modifications. <br />2. To consider requiring all OP Concept Plans be reviewed by an architect or <br />landscape architect (selected by the City, but review services paid by the OP <br />applicant). That review would be in addition to staff review for quantitative <br />ordinance compliance; and, would focus on project design compliance with <br />the purposes and intent of the OP Ordinance. <br />Planner Dillerud explained the Commission discussed these amendments in detail, but <br />concluded that they were not certain enough of the intent of the Council in suggesting the <br />amendment to render a recommendation concerning them. The Commission requested a <br />Workshop with the Council to discuss the proposed amendment with the Council before <br />proceeding. <br />M/S/P Armstrong/Siedow — to add this matter to the Workshop of July 22, 2002 with the <br />Planning Commission to receive some direction regarding the GB and OP amendment <br />proposals. (Motion passed 5-0.) <br />B. Annual Inspection — Shafer Contracting Mine Site/CUP <br />The City Planner reported that on June 25, 2002, he and the City Engineer conducted the <br />annual inspection of the Shafer Contracting mine site. Shafer Contracting representatives <br />George Mattson and Scott Spisak attended the inspection on behalf of Shafer. While all <br />conditions of the approved CUP were considered at the inspection, primary focus was on <br />corrective actions directed following the 2001 inspection; and, corrective actions that <br />staff had recommended to Shafer following the April 9, 2002 meeting with neighbors to <br />the site. The findings regarding these sets of corrective direction were presented in the <br />LAKE ELMO CITY COUNCIL MINUTES JULY 16, 2002 <br />
