City Planner's Staff report dated July 16, 2002. The City Planner will take this input to <br />the July 22nd Neighborhood Forum. <br />Council member DeLapp reported the Westside shoulder, built to serve as a bike <br />pedestrian trail path, was totally covered with dirt on Jamaca Avenue. The City will <br />remind Shafer to clean this up. <br />Council member DeLapp commented that the residents should not have to make these <br />complaint calls. There is a basic policy that should be enforced uniformly by the staff. <br />Planner Dillerud responded that at least the employees that report directly to him, <br />primarily the field inspectors, follow the policy in place. <br />The City Planner will bring this item back to the Council after meeting with residents on <br />July 22nd <br />C. Old Village Deign Study - Facilitator <br />The City Planner asked if the Council desired to follow through with a hired independent <br />facilitator for the Old Village Design Study Public Forum. If the Council desires a <br />facilitator, does it wish to solicit multiple proposals for this specialized work or should <br />staff ask the party, whose abilities as a facilitator the planner is familiar with, to present <br />her formal proposal. <br />M/S/P Armstrong/DeLapp - to direct the City Planner to get a proposal from the <br />professional facilitator he has observed with a courtesy copy sent to the Planning <br />Commission. (Motion passed 5-0). <br />D. Warning Sirens <br />The Council discussed purchasing and installing new storm warning sirens. The <br />Maintenance Advisory Commission and Planning Commission recommended the <br />purchases. Planner Dillerud reported there is enough money available in the civil defense <br />portion of the city's 2002-03 Capital Improvement Plan budget to accommodate the <br />siren's cost. <br />Council member DeLapp indicated that a dozen sirens warning of storms far removed <br />from the City could significantly increase noise pollution, and discourage the expectation <br />of an imminent threat to safety. <br />Lake Elmo officials have for some time requested that the county establish a central <br />corridor in which sirens would sound only for nearby weather threats, the county's <br />existing system cannot accommodate this. If the County is putting in a siren system, we <br />want to continue to work with the County to make the system work for Lake Elmo. <br />The Lake Elmo Regional Park is planning on installing its own siren. <br />LAKE ELMO CITY COUNCIL MINUTES JULY 16, 2002 <br />
