5. CONSENT AGENDA: <br />A. Appointment of Tom Meldahl to the Planning Commission <br />M/S/P Hunt/Dunn — to pull off consent agenda in order to interview Mr. Meldahl. <br />(Motion passed 5-0). <br />Mayor Hunt noted that a planning commission application was received today from <br />Charlie Schneider. Council member Dunn stated she would like to look at the vacancies <br />for all our commissions. Council member Siedow thought the date of application should <br />be looked at and Tom Meldahl had applied in 2001. He said this would be an opportunity <br />to have someone from Cimarron serve on the Commission. Council member DeLapp <br />stated in his opinion the City needs to look at the most competent, educated, and active <br />people available. Mayor Hunt stated in his opinion it is the desire of a resident to serve <br />the City and not education or job that qualifies a resident to serve on a commission. He <br />indicated that planning commission representation from all neighborhoods is important. <br />M/S/P Siedow/Dunn — to appoint Tom Meldahl, 242 Cimarron, as Second Alternate on <br />the Lake Elmo Planning Commission. (Motion passed 3-2:Armstrong would like to <br />bring all the commissions forward and see what vacancies there are before an <br />appointment is made; DeLapp:this is nothing against Mr. Meldahl, but we should look at <br />the best people available.) <br />The City Administrator pointed out that the Code allows the Council to review the <br />attendance records of the commissioners and compliance with training requirements. <br />Council member DeLapp asked what grounds are necessary to have a commissioner <br />removed. Discussion on removal standards will be added to the agenda under 9E. <br />B. Resolution Amending Fee Schedule to Include Service Fee for Returned <br />Checks <br />The Finance Director reported that a service fee for returned checks is not included in the <br />City's fee schedule, and she would like to pursue collection on returned checks and <br />assess the appropriate service fee accordingly. <br />M/S/P DeLapp/Siedow — to adopt Resolution No. 2002-126, A Resolution Amending the <br />City's Fee Schedule to Include a $20.00 Service Fee for Returned Checks.
