Council member Johnston suggested the City obtain an "as built" drawing certifying both <br />the exact location of the relocated sign and the height of the sign. This drawing will be <br />attached to the City's file copy of the variance resolution as evidence of the exact <br />variance approved by the City. Mr. Hilpisch said he understood that the sign is to be <br />constructed less than 20 ft. from grade. <br />Council member DeLapp asked if the applicant would delay his request until the owner <br />of Oakwood Animal Hospital could be asked to consider combining signage. There are <br />three sign there now. The Animal Inn has the most business. The hospital has a discreet <br />small sign; and, another sign would add clutter to the environment. There was no follow- <br />up discussion. <br />M/S/P Siedow/Dunn — to adopt Resolution No. 2003-003, approving sign code variances <br />at 8603 30 Street North to allow a free standing sign of a size consistent with code, but <br />set back 10 feet from the property line (versus 15 feet code minim); and at a height not to <br />exceed 20 feet (6 feet code maximum) in accordance with plans staff -dated November <br />20, 2002. (Motion 4-1:DeLapp: we should be willing to wait a week for a response on <br />combining signage for a sign that will be there 40 or 50 years.) <br />M/S/P Siedow/Dunn — to direct staff to work with Mr. Hilpisch on submittal of an "as <br />built" drawing from the applicant's contractor certifying both the exact location of the <br />relocated and, and the exact constructed height of the sign from grade. PUBLIC HEARING: Amend the 2000-2020 Comprehensive Plan to comply <br />with Regional Recreational and Open Spaces <br />This is a public hearing before the City Council and Planning Commission to consider <br />amendments to the text of the 2000-2020 Comprehensive Plan. Planning Commission <br />Members in attendance: Deziel, Helwig, Pelletier, Bunn, Sessing <br />The City Planner noted that a paragraph be added designating regional trail. <br />The City Planner reported that these modifications are recommended by City staff as a <br />minor measure to accommodate two of the "modifications" mandated by the <br />Metropolitan Council action regarding the City's Comprehensive Plan of September 11, <br />2002. The Planner noted that a paragraph should be added designating a regional trail; <br />and the text changed regarding Highway 5 traffic calming. There would be no real <br />difference in what is said, only different words. <br />The amendments are as follows: <br />1. Modify the wording used to describe the City's policy regarding traffic calming <br />on the Old Village segment of State Highway 5.
