Include in the Plan reference to including in the forthcoming Trails System Plan a <br />Public Trail Corridor running north to south along the Manning Avenue <br />alignment as a Regional Trail Corridor. <br />Mayor Hunt opened the Public Hearing at 8:17 p.m. in the Council Chambers. <br />There was no one to speak for or against. <br />Mayor Hunt closed the public hearing at 8:18 p.m. <br />M/S/P Dunn/Siedow — to approve Resolution No. 2003-004 amending the text of the <br />2000-2020 Lake Elmo Comprehensive Plan regarding State Highway 5 and Regional <br />Trails, subject to Metropolitan Council review per State Statute. (Motion passed 5-0). <br />C. Svendsen: Zoning Variance, 10920 32°d Street <br />The City Council tabled this variance application regarding street setback of a proposed <br />replacement garage structure on November 19, 2002 to allow the applicant an <br />opportunity to revisit his plan, and reduce the degree of variance to some degree. Mr. <br />Svendsen requested the matter be deferred to a January date. <br />Mr. Svendsen submitted a modified proposal for the location of the proposed garage that <br />differs from that proposed on November 19 as follows: <br />1. The minimum would be set back from the 32"d Street ROW line a maximum of <br />approximately 9 feet and a minimum of approximately 8 feet — in both cases <br />approximately twice the setback previously proposed. The zoning ordinance <br />setback for the R-1 district is 30 feet. <br />2. The applicant proposes to grade off the embankment west of the proposed <br />structure to an unspecified degree to increase site distance to/from vehicles <br />traveling eastbound on 32nd Street North. <br />The Council thanked Mr. Svendsen for modifying his application in keeping with the <br />Council's suggestion. <br />M/S/P Dunn/Johnston — to adopt Resolution No. 2003-005, approving a variance from R- <br />1 street (Front) setback standards of the R-1 zoning district at 10920 32°d Street North to <br />allow construction of a detached garage structure at a setback minimum of 8 feet from the <br />street right-of-way line where a 30 foot setback is required. (Motion passed 5-0.) <br />D. Tax Forfeit Land <br />Washington County has provided the city with a list of tax parcels classified "Tax <br />Forfeit". State Law requires the County to inquire of the "hoist" City of tax forfeit <br />parcels as to the preferred disposition of those parcels. Five parcels have been submitted <br />to the City regarding which must be responded to before January 26.
