M/S/P Dunn/DeLapp — to adopt Resolution No. 2003-006 advising Washington County <br />as to the City's determination regarding tax forfeit parcels as provided on January 7, <br />2003. (Motion passed 5-0). <br />E. Release of Development Escrow; Cardinal Ridge <br />The City Engineer advised the City in his letter of December 31, 2002, that all required <br />improvements have been completed in the Cardinal Ridge OP neighborhood. The <br />Engineer recommended release of the remaining Letter of Credit. This action should <br />include acceptance by the City of all Public Improvements within the subdivision — <br />public streets only, in this case. <br />M/S/P Dunn/Siedow — to approve release of the remaining developer Letter of Credit; <br />and, acceptance of Public Improvements for the Cardinal Ridge OP project. (Motion <br />passed 5-0). <br />F. CITY ATTORNEY'S REPORT: None <br />G. CITY ADMINISTRATOR'S REPORT: <br />A. 2003 Employee Step Increases/2003 Pam <br />The Acting Administrator provided draft motions for Council consideration. <br />M/S/P DeLapp/Siedow — to approve the 2002 step increases and retroactive payment of <br />those step increases to anniversary dates for the employees for which performance <br />evaluations have been completed, and previously provided to the Council under separate <br />cover by the Acting City Administrator. (Motion passed 5-0.) <br />M/S/P DeLapp/Siedow — to approve the 2003 Pay Plan including a 2.35% Cost of Living <br />(COLA) Adjustment to that Pay Plan. (Motion passed 5-0). <br />M/S/P DeLapp/Siedow — to directed the Acting Administrator to prepare at RFP (Request <br />for Proposal) to solicit qualified firms to review the Lake Elmo administrative <br />Organization, employee classifications, Comparable Worth ranking and Employee <br />Benefits program; and, provide the Council an objective analysis and recommendations <br />based on applicable laws and current municipal practice. (Motion passed 5-0). <br />Update on Met Council <br />The City Planner reported that Met Council contested case hearing testimony was <br />completed on Monday. The transcript will be available in 21 days, the 4 days for the Met <br />Council brief, and 14 days for the City's brief. Dillerud stated he is pleased with the law <br />firm of Lindquist and Vennum. He thanked Mayor Iunt, former Mayor Wyn John, Tom <br />Prew and Dick Thompson, TKDA for their input. <br />12. CITY COUNCIL REPORTS: <br />Mayor Hunt reported the Met Council is taking applications for our District 12 by <br />January 10t'.
