A. Municipal Water System Report & Recommendation <br />The Council received a December 27, 2002 Memo from Mike Bouthilet that transmits the <br />December 10, 2002 report and recommendations of the Minnesota Dept. of Health <br />regarding the Lake Elmo municipal water system. Mike has completed a number of the <br />State's recommended actions. The up-to-date "as built" of the complete water system <br />would be assembled from the scattering of historic records that now exist; and, inserted in <br />the City's GIS system to accommodate fixture additions or modifications. <br />The Capital Improvements Program includes a 2003 Water Enterprise Fund project to <br />study both fire demand and water system storage. The City Engineer provided an <br />estimate of $3,000 to complete the water system mapping. The City Planner advised the <br />Council that these activities can be combined as a single 2003 CIP project, and addressed <br />as such some time later in 2003. <br />M/S/P Dunn/DeLapp — to receive and place on file the December 10, 2002 report <br />regarding the Lake Elmo municipal water system by the Minnesota Dept. of Health; and, <br />directing the Acting Public Works Superintendent to proceed with the recommendations <br />in that report within his purview. (Motion passed 5-0). <br />B. Hiring of Skating Rink Attendant <br />Parks Supervisor Mike Bouthilet recommended the hiring of Bill Leary as Skating Rink <br />attendant for Lions Park at $8.00/Hour. <br />M/S/P Dunn/Siedow — to appoint Bill Leary as the Lions Park Skating Rink Attendant at <br />$8.00/Hour. (Motion passed 5-0.) <br />8. CITY ENGINEER'S REPORT: <br />A. Potential 25 M PH Street Map <br />Tom Prew provided a map of streets within the City that would be candidates for a 25 <br />MPH posted speed limits per State Statute. He reported that most of these streets are in <br />Open Space developments. <br />Council Member DeLapp suggests the map include the following streets: 38"' and 39`' <br />Street off of CSAH13 (the horseshoe by Imation) and the developments The Forest, <br />Tartan Meadow, Eden Park and Tablyn Park. <br />M/S/P Siedow/DeLapp — to direct the staff to prepare an ordinance establishing a 25 <br />MPH speed limit on eligible segments of City streets as specified and amended at the <br />January 7u' meeting. (Motion passed 5-0) <br />M/S/F Dunn/Siedow — to direct staff to send letters to residents on these streets advising <br />them the city is considering lowering speed limits to 25 and that they should send <br />comments to the city.
