5. FINANCE: <br />A. Resolution 2003-010 Approving Claims <br />M/S/P Dunn/Johnston — to approve Claim Numbers 130, 131, 23200 through 23243, <br />were used for Staff & Fire Dept. payroll dated February 6, Claim Numbers 23244 tough <br />23293 that were used for Accounts Payable in the total amount of $150,980.23. (Motion <br />passed 3-0.) <br />B. Proposed 2003 Water Rate Structures <br />The staff provided proposed 2003 water rates for discussion purposes. The Acting <br />Administrator reported the staff would go along with the proposed residential increase, <br />but they were not comfortable with the commercial rates. He noted that the Water <br />Enterprise Fund is not in the negative as previously stated by the Finance Director. A <br />complete report will be provided at the March 4th Council meeting so rates can be <br />included in the March billing. <br />Mayor Hunt suggested staff look at the low users, such as senior citizens, if their base <br />rate is lower what the impact it may have. <br />6. NEW BUSINESS: <br />A. Minnesota Transportation Alliance Membership <br />M/S/P Dunn/Johnston — to disapprove renewal membership to the Minnesota <br />Transportation Alliance in the amount of $220/year based on there is no advantage to the <br />City joining this group. (Motion passed 3-0.) <br />7. MAINTENANCE/PARK/FIRE/BUILDING: <br />A. Update on Fire Dept. Activities: Chief Malmquist <br />Assistant Fire Chief Doug Pepin asked what the status was of the full time position of an <br />Administrative Assistant for the Fire Dept. The Acting Administrator stated he advised <br />Fire Chief Malmquist that he would not recommend any changes to staff. The Council <br />approved 1.5 staff equivalents, but they did not select the positions. Dillerud suggested <br />waiting until March when the City receives the report by the consulting firm on Human <br />Resources. <br />B. Update on Building Dept. Activities: Jim McNamara <br />The Building Official provided a summary Building Report for January, 2003 indicating <br />there was one new residential permit issued and five new commercial permits issued. <br />LAKE ELMO CITY COUNCIL MINUTES FEBRUARY 18, 2003 <br />
