MINUTES OF THE LAKE ELMO CITY COUNCIL MEETING, DEC. 2, 1975-- page 2 Interim Plan: Letter received from Ron D. Harnaek, Regional Hydrologist of DNR with preliminary comments on Lake Elmo Interim Plan for Flood Water Management. A more complete response is anticipated in another week or so. Airport: Mayor Eder advised that Chauney Case and Anna Stern would be in the Lake Elmo"City Office on Friday, December 5 to review airport area. Counsel Raleigh and Councilwoman Lyons will be available to answer questions and be of service. A review of the flying patterns from the Lake Elmo"Airport will be made to assure proper flying elevations in the future. Gerald Beach -Forester: Mr. Beach submitted a report on activities for the year 1975. Dutch Elm had 163 victims during the year. Mr. Beach also submitted a contract proposal for 1976. Motion by Councilman Shervheim 2nd by Councilman Abercrombie to approve the 1976 contract of Gerald Beach as Forester for $3,000. plus mileage ($185.00 estimate). Carried 5-0. Todd Williams: Mr. Williams appeared before the council to dispute. comments made by Planner David Licht relative to information supplied as inventory by members of the Lake Elmo Planning Commission. He presented an inventory chronology and highlighted the comments of praise from the planner. PZC Chairman, Dick Johnson echoed the dissatisfaction of Mr. Williams regarding the comments of the planner. Mr. Williams personally expressed disappointment in action taken by the Lake Elmo City Council relative to the Lake Elmo Airport. IIe said he personally complained once a week to the MAC regarding low fly- ing aircraft. As a final item Mr. Williams advised the council that he was resigning his position on the PZC effective December 31, 1975. The council expressed regret that Mr. Williams had taken this action but expressed appreciation for his efforts on behalf of city. PZC chairman also was high in praise of Mr. Williams. Comprehensive Plan: Motion by Councilman Shervheim 2nd by Councilman Abercrombie to set hearing on comprehensive plan -for Tuesday, January 6, 1976 at Lake Elmo Elementary School (if available) or at Oakland Junior H.S. PZC will be in charge of meeting. Carried 5-0. Claims: Motion by Councilman Shervheim 2nd by Councilwoman Lyons to approve payment of claims 75689 thru 75734. Carried 5-0. Pebble Park: Councilman Shervheim offered Resolution R75-39 dedicating a street, Pebble Park Trail, .from Lake Jane Trail to Well site in Pebble Park. Second by Councilwoman Lyons. Carried 5-0.
