MINUTES OF THE LAKE ELMO CITY COUNCIL MEETING, DEC. 2, 1975-- page 2 <br />Interim Plan: Letter received from Ron D. Harnaek, Regional <br />Hydrologist of DNR with preliminary comments on <br />Lake Elmo Interim Plan for Flood Water Management. <br />A more complete response is anticipated in another <br />week or so. <br />Airport: Mayor Eder advised that Chauney Case and Anna Stern <br />would be in the Lake Elmo"City Office on Friday, <br />December 5 to review airport area. Counsel Raleigh <br />and Councilwoman Lyons will be available to answer <br />questions and be of service. A review of the flying <br />patterns from the Lake Elmo"Airport will be made to <br />assure proper flying elevations in the future. <br />Gerald Beach -Forester: Mr. Beach submitted a report on activities <br />for the year 1975. Dutch Elm had 163 victims during <br />the year. Mr. Beach also submitted a contract proposal <br />for 1976. <br />Motion by Councilman Shervheim 2nd by Councilman <br />Abercrombie to approve the 1976 contract of Gerald <br />Beach as Forester for $3,000. plus mileage ($185.00 <br />estimate). Carried 5-0. <br />Todd Williams: Mr. Williams appeared before the council to dispute. <br />comments made by Planner David Licht relative to <br />information supplied as inventory by members of the <br />Lake Elmo Planning Commission. He presented an <br />inventory chronology and highlighted the comments of <br />praise from the planner. <br />PZC Chairman, Dick Johnson echoed the dissatisfaction <br />of Mr. Williams regarding the comments of the planner. <br />Mr. Williams personally expressed disappointment in <br />action taken by the Lake Elmo City Council relative <br />to the Lake Elmo Airport. IIe said he personally <br />complained once a week to the MAC regarding low fly- <br />ing aircraft. As a final item Mr. Williams advised <br />the council that he was resigning his position on <br />the PZC effective December 31, 1975. The council <br />expressed regret that Mr. Williams had taken this <br />action but expressed appreciation for his efforts on <br />behalf of city. PZC chairman also was high in praise <br />of Mr. Williams. <br />Comprehensive Plan: Motion by Councilman Shervheim 2nd by Councilman <br />Abercrombie to set hearing on comprehensive plan -for <br />Tuesday, January 6, 1976 at Lake Elmo Elementary School <br />(if available) or at Oakland Junior H.S. PZC will be <br />in charge of meeting. Carried 5-0. <br />Claims: Motion by Councilman Shervheim 2nd by Councilwoman <br />Lyons to approve payment of claims 75689 thru 75734. <br />Carried 5-0. <br />Pebble Park: Councilman Shervheim offered Resolution R75-39 dedicating <br />a street, Pebble Park Trail, .from Lake Jane Trail to Well <br />site in Pebble Park. Second by Councilwoman Lyons. <br />Carried 5-0. <br />
