Minutes of the Lake Elmo City Council meeting, May 4, 1976-- oage 2 <br />Flood Control Project--cont'd. -- Per Noyesywill start at 7:00 A.M. <br />and shut down at night. Otto Bonestroo suggested tryinq <br />use of tarp to deaden sound. <br />Motion by Maynard Eder 2nd by Councilman Pott to keep <br />the noise down and shut off equipment at night and to <br />approve expenditure of. $400 for gravel for road to pump. <br />Carried 4-0. <br />Metro Council Actions--PZC joined council for briefing and discussion. <br />Barbara Senness updated council on current actions before <br />theThysical Development Committee of Metro Council. <br />motion hcy Councilman ghPr1The 4 m 2nd by Councilwoman <br />Lyons authorizing planner, with assistance of counsel <br />and the engineer, to move rapidly to study land use, <br />economics, ownership, etc of land affected by the I-9A <br />Highway. Carried 5-0. <br />Councilman Shervheim offered Resolution R76-13, second <br />by Councilwoman Lyons restating Lake Flmos position on <br />sewer. Counsel and Engineer to redraft to cover all <br />phases. Copies to he distributed to Metro Waste Control. <br />Com., Metro Council, tA?ashington County Planner and <br />Washington County Board. Carried 5-0. <br />Motion by Councilman Shervheim 2nd by Councilwoman <br />Lyons approving letter over Mayors signature relative <br />to city position on Metro Council. actions. Letter to <br />be supported by past resolution on the subject involved. <br />Carried 5-0. <br />2nd Voting precinct: Clerk to investigate and make a proposal re- <br />garding a 2nd voting district for the Movember elections. <br />Clerk advised that if we did not take the step in 1976 <br />we would be held up by state regulations which will he <br />adopted in 1977. <br />Parks: Councilman Shervheim advised that the triangular piece <br />of property in the old Lake Elmo City Park Area(.11acre) <br />has been appraised. Cost of appraisal $75.00. Appraised <br />value $1,750. If Mr. Rogers purchases, he will improve <br />property and provide drainage away from tennis courts. <br />Motion by Councilman Abercrombie 2nd by Councilman Pott <br />for Councilman Shervheim and Counsel Raleigh to negotiate <br />with Mr. Rogers with bonded control so title won't pass <br />until improvements are completed. Carried 4-0. <br />Councilwoman Lyons absent for vote. <br />Road in Pebble Park --Road has been cut in --require gravel-- <br />mus t show NSP that this is finished grade. Fnaineer to <br />check road and make recommendation as to what is reauired. <br />Councilman Shervheim raised concern over park maintenance, <br />road maintenance and seal coating. Possibly consider the <br />hiring of a third person for park work. <br />Motion by Councilman Shervheim 2nd by Councilman Abercrombie <br />authorizing Councilman Pott to hire necessary help i,rith <br />wage scale up to 54.00 depending on work to be performed. <br />Carried 5-0. <br />
