Minutes of the Lake Elmo City Council meeting, May 4, 1976-- oage 2 Flood Control Project--cont'd. -- Per Noyesywill start at 7:00 A.M. and shut down at night. Otto Bonestroo suggested tryinq use of tarp to deaden sound. Motion by Maynard Eder 2nd by Councilman Pott to keep the noise down and shut off equipment at night and to approve expenditure of. $400 for gravel for road to pump. Carried 4-0. Metro Council Actions--PZC joined council for briefing and discussion. Barbara Senness updated council on current actions before theThysical Development Committee of Metro Council. motion hcy Councilman ghPr1The 4 m 2nd by Councilwoman Lyons authorizing planner, with assistance of counsel and the engineer, to move rapidly to study land use, economics, ownership, etc of land affected by the I-9A Highway. Carried 5-0. Councilman Shervheim offered Resolution R76-13, second by Councilwoman Lyons restating Lake Flmos position on sewer. Counsel and Engineer to redraft to cover all phases. Copies to he distributed to Metro Waste Control. Com., Metro Council, tA?ashington County Planner and Washington County Board. Carried 5-0. Motion by Councilman Shervheim 2nd by Councilwoman Lyons approving letter over Mayors signature relative to city position on Metro Council. actions. Letter to be supported by past resolution on the subject involved. Carried 5-0. 2nd Voting precinct: Clerk to investigate and make a proposal re- garding a 2nd voting district for the Movember elections. Clerk advised that if we did not take the step in 1976 we would be held up by state regulations which will he adopted in 1977. Parks: Councilman Shervheim advised that the triangular piece of property in the old Lake Elmo City Park Area(.11acre) has been appraised. Cost of appraisal $75.00. Appraised value $1,750. If Mr. Rogers purchases, he will improve property and provide drainage away from tennis courts. Motion by Councilman Abercrombie 2nd by Councilman Pott for Councilman Shervheim and Counsel Raleigh to negotiate with Mr. Rogers with bonded control so title won't pass until improvements are completed. Carried 4-0. Councilwoman Lyons absent for vote. Road in Pebble Park --Road has been cut in --require gravel-- mus t show NSP that this is finished grade. Fnaineer to check road and make recommendation as to what is reauired. Councilman Shervheim raised concern over park maintenance, road maintenance and seal coating. Possibly consider the hiring of a third person for park work. Motion by Councilman Shervheim 2nd by Councilman Abercrombie authorizing Councilman Pott to hire necessary help i,rith wage scale up to 54.00 depending on work to be performed. Carried 5-0.
